You have probably already chosen the universities and faculties where your grown-up child wants to study. Perhaps they have already sent the documents to the selection committee. Check the documents again

You, of course, have already studied the websites of the institutes and know what documents are required for admission. Check again if you have everything assembled correctly?

To participate in the competition you will need:

  • statement;
  • copy of the passport;
  • a copy of the certificate with the application;
  • originals of documents confirming benefits (for privileged categories, target recipients, olympiads)
  • (sometimes) medical certificate 086/U (this document is not mandatory, it should be specified on the website of the university).

What can you miss?

Firstly, if the child graduated from school not this year, but has recently retaken the exam, it should be indicated in the application, Which exam result should be taken into account?(After all, they are all in the All-Russian database).

Secondly, do not forget about such an important thing as additional points for individual achievements! The admission committee can add up to 10 points for sports and scientific achievements, as well as for participation in volunteer activities - carefully study this section on the university website, the requirements of educational institutions differ. Another ten extra points can be earned for an essay - the same one that was written in the winter for admission to the exam. Especially often they are interested in the commissions of humanitarian faculties, some are even ready to extract them from the database and re-evaluate them on their own according to a 10-point system. So don't forget to indicate that you wrote the essay!

Applicant calendar: don't miss the moment!

The key dates of admission to the university are very important. We would like to note that if a child has passed the Unified State Examination and will not pass entrance tests and creative competitions, then you have not missed anything yet.

  1. Start of acceptance of documents - June 20(for training in full-time and part-time forms for undergraduate and specialist programs).
  2. Completion of the acceptance of documents required for admission from persons entering the training based on the results of additional entrance examinations of a creative and (or) professional orientation - July 7.
  3. Completion of the acceptance of documents required for admission from persons entering training based on the results of other entrance examinations conducted by a higher education organization independently, - July 10.
  4. Completion of the acceptance of documents required for admission from persons entering the training without passing the specified entrance examinations (according to the results of the Unified State Examination) - 26 July.
  5. Placement of lists of applicants on the official website and at the information stand - no later than July 27.
  6. Completion of acceptance of applications for consent to enrollment from persons entering without entrance examinations, entering places within quotas - July 28th.
  7. The order on the enrollment of persons who have submitted an application for consent to enrollment, from among those who enter without entrance examinations, entering places within quotas - July 29.
  8. Completion of acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled at the first stage - August 1.

Please note that these dates specified in the Order of the Ministry of Education and Science of Russia dated October 14, 2015 N 1147 (as amended on November 30, 2015) are marked “not later”. Be sure to check the university website for the exact dates!


Differences of the 2016 admission campaign - cancellation of priorities, statement of consent to enrollment (relevant in 2017)

The fundamental difference between the admission campaign of 2016 is the abolition of priority accounting for admission. Previously, when applying to a university for two or three specialties (study programs), you could indicate your preferences with the numbers 1, 2 and 3. If you did not pass to your preferred specialty, you were automatically excluded from this list and included in the next one. Now an applicant participates on an equal basis in the competition in all specialties (recall, an application for admission can still be sent to five universities for three specialties (training programs) in each).

But where you ultimately decide to go will determine your statement of consent to enrollment. This is just a novelty of this year - without this document, an applicant cannot become a student, even if he tops the rating list and brought the original education documents to the university.

The procedure for admission to the university in two waves

So, how does the admissions process look like this year? You bring documents to the selection committee, according to the list above >>>>. After that, you are anxiously watching the progress of your name in the ranking of applicants. Almost all major universities today indicate in the ranking which of the applicants immediately submitted their consent to enrollment and original documents (that is, they are serious enough), and who are not (that is, they consider this university as a fallback). On the 27th you will see the final list on the university website.

And only now, after July 27, the real introductory race begins - you can no longer tear yourself away from the university website for a minute!

What happens on the 27th? In fact, now the real qualifying competition begins - only between those who brought the original documents and consent to enrollment. The university is obliged to close 80% of the enrollment, while applicants without originals are ignored (even if they are recommended for enrollment), and those who were at the bottom of the list can move up quickly enough.

So, on August 3, all universities will recruit 80% of students. Of course, 80% is a rather arbitrary figure, someone will want to return the documents after the enrollment order, but in general, the main set will be completed.

I didn't get into the first wave. Will the chances be higher in the second wave?

Depends on which university you are talking about. If we are talking about a prestigious metropolitan university and you are literally on the border of the list recommended for enrollment, then you certainly have every chance to study at your dream university.

In a provincial university, the chances of enrolling may not be higher, but lower, because applicants who did not agree to be enrolled in the first wave can give it to the second! This means that many who sought happiness in the capitals will spit on the pie in the sky and return to Siberian universities for tits.


A good example: the admissions campaign at the Mukhomran Fence Building Institute.

Consider the situation on the example of the well-known Mukhomran Fence Building Institute in our country (for simplicity of the situation, we immediately consider only competitive recruitment on a general basis, not taking into account orphans, disabled people and citizens of Crimea)

Situation #1

So, 10 people are recruited for the popular faculty of chain-link mesh. Documents were submitted by 100 applicants, their ranked list is on the website of the institute. Until August 1, 12 applicants brought original documents and consent to enrollment: No. 1, 2, 5, 7, 9, 55, 79, 95, 96, 97, 99 and 100 (numbers from the ranked list).

Since the university is obliged to fill 80% of the competitive places in the first wave, applicants No. 1, 2, 5, 7, 9, 55, 79, 95 will be enrolled. Yes, yes, they also took No. 95.

Situation #2

Applicants No. 7, 12 and 95 changed their minds about entering the faculty of chain-link mesh.

Applicant No. 12 brought an application for revocation of documents on July 30 at five o'clock in the evening. Since the admissions committee worked only until six, they returned the documents to him on July 31 at 10 am, after which he managed to take the train and take his documents to MGIMO, where he also went through the competition.

Applicant No. 95, as we remember, was on the enrollment list, but on the morning of August 2 he changed his mind and came to pick up the documents. They were given to him after dinner, and he also rushed to MGIMO. But it turned out that he would no longer be enrolled on August 3, since consent to enrollment had to be given before August 1. Meanwhile, instead of the entrant No. 95, the entrant No. 96 was enrolled at the faculty of chain-link mesh on August 3.

Applicant No. 7 decided that he also wanted to go to MGIMO and that he, perhaps, had a chance to get there in the second wave. He came to the university on August 4 and also applied for the withdrawal of documents, hoping that they would be given to him within two hours. But since the enrollment order had already been signed, he was now waiting... waiting... waiting...

Situation #3

Applicant No. 95, who at first decided to wait for the second wave of enrollment at MGIMO, suddenly thought “what am I changing my native Mukhomransk for!”. He took the documents from MGIMO and again took them to the fence-building institute, handed over the originals and consent to enrollment to the selection committee. But it turned out that applicants No. 22, 58, 59, 60, seeing that they enrolled those whose USE results were much worse, decided to take a chance and also brought the original documents and consent to enroll! Since there were three free places left at the faculty (2 places - 20% of the admission plan, and a place vacated after applicant No. 7), applicants No. 22, 58, 59 were accepted there.

So, as a result, applicants No. 1, 2, 5, 9, 22, 55, 58, 59, 79, 96 will study at the faculty of netting. Applicants No. 60 and No. 95 can try their luck next year, although much less able applicants No. 79 and 96 have already become students. That's it!


The most popular questions of parents of applicants

- Can the child write a statement of consent along with the application for admission?

Maybe, especially if you submitted the original documents on education, but only one application for consent to enrollment can be attributed to the university.

And if he changes his mind about entering the specialty where he is enrolled, but chooses another one at the same university where he also applied for admission?

You will have to write a review on the statement of consent to enrollment and a new consent to enrollment.

- Maybe it's better to immediately submit the original documents to the selected university?

- Handed over the original documents, and then decided to pick up ...

And you are obliged to give them within two hours if you came to the selection committee more than two hours before the end of the working day, or in the morning the next day if you applied in the evening. In less popular universities, they sometimes try to withhold applicants' documents after the lists for enrollment are published, arguing that it takes time to prepare an expulsion order. Know it's not! You still have to return the documents within two hours!

Important!

    You may well be enrolled in the chosen university in the first wave, even if you are not included in the list of those recommended for enrollment. The lists are mobile, you can move up the rankings pretty quickly. It is important to bring the original documents on education and a statement of consent to enrollment in time. BOTH of these documents are required.

    The competition in the second wave may not be lower, but higher than in the first. Please take this into account when planning your admission.

This year's admission campaign started two weeks ago, but applicants have no less questions. What is the best way to deal with original certificates? Do they affect priority enrollment? Is it necessary to be afraid that all budget places will be taken by Olympiads? Who are “invited applicants”? These and many other questions are repeatedly encountered at the selection committee. HSE Vice-Rector answered the questions most of all of concern to applicants.

This year, the role of original documents has significantly increased when applying to universities. How to properly dispose of originals to increase your chances of getting into HSE?

The innovation of this year is that now enrollment will take place in two stages. I will demonstrate with a simple example. Let's take an educational program where the number of state-funded places at the Higher School of Economics is 160 people. First, all applicants submit documents before July 24. There is a category of applicants who enter without entrance tests, for example,. If they want to use their benefits, it is important that they bring the original of their certificate before July 29. Another category of applicants, whose originals must also come to us before July 29, is for social benefits, that is, children without parental care, and so on. The same applies to target recipients entering the quota of the target set. All these three categories must provide original documents by July 29, and on July 30 we will enroll them.

- If the "beneficiaries" bring the originals after July 29, will they be credited already on a general basis?

Yes, in this case they will already lose the benefit.

We took the Economics program as an example, where there are 160 state-funded places. Let's assume that 50 Olympiads, 5 orphans and 5 more target recipients wanted to come to us for this program. That is, out of 160 budget places, 60 places have already been taken (provided that all of them brought original documents by July 29). This means that we have 100 places left for a free competition based on the results of entrance examinations. These 100 places are enrolled in two stages. At the first stage, 80% of the places put up for the competition are filled. In our example, 80 people should be enrolled in the first stage.

- That is, these are only those who brought the original documents, and they have the highest scores?

That's right, those who want to get into the first wave must bring the original documents before August 3rd. We have one ranked list of applicants by the number of points scored, but some of them have original documents, while others do not. Those who do not have originals, we simply do not take into account in these 80%, which will be credited at the first stage.

- They are not taken into account, even if they have more points than those who bring the originals before August 3?

Yes, we only count those who have originals. If the second has more points than the fourth, but he did not bring the original documents, he will not fall into the first wave. And here it is necessary to make the first emphasis. If you are determined to enroll in this program, then you need to bring the original documents before August 3. On August 4, 80 applicants with the highest amount of competitive points will be enrolled, but only from among those who provided the original certificates.

- What happens in the second wave, in which the importance of the originals is just as great?

Yes, a short period of time is allotted for the second wave. Those who for some reason did not get into the first wave, but want to get into the second, must bring the originals before August 6. This is how the places left after the first wave are filled.

- And if those who brought the originals are less than 80%, in our example - less than 80 people?

At the first stage, we fill 80% of the places, at the second stage we get 20%. But this is provided that those who were enrolled at the first stage, for some reason, did not take their documents. If they took away, or initially the number of submitted originals was less than 80, let's say 75, then the number of competitive places in the second stage increases by this delta - that is, in our case, places in the second stage will not be 20, but 25.

- And if the number of applicants on the basis of benefits is greater than the number of budget places?

This is the second most important question that worries many applicants. On July 30, the enrollment of persons with special rights upon admission is carried out - these are Olympiads entering without entrance examinations; incoming social benefits and targeted admission. And, if social benefits are quota-based and cannot exceed the announced quota, then the number of Olympiads who can choose one or another program is impossible to predict. All Olympiads, whose original documents will be in the selection committee on July 29 (I remind you that they are enrolled before the start of the first wave), will be enrolled. Even if their number will be equal to the number of budget places or will exceed them. At the same time, the university decided that the university adds 25% of the places from the initial admission target for free competition - admission based on the results of the Unified State Examination. In other words, if there were 100 places in the program, and all of them are occupied by Olympiads, then another 25 places are put up for a free competition.

Now there is no requirement to publish lists of recommended ones. Therefore, the HSE has developed the appropriate admission regulations, and we will publish the lists of those invited to enroll. We annually conduct surveys of applicants and make a predictive assessment, highlighting the green wave. This wave includes all those who, according to our estimates, will enter the HSE if they provide the original certificates. Thus, uncertainty is removed, the applicant will not have to rush between universities, not understanding their chances of admission. He will see that HSE is inviting him.

- At what stage does the applicant find out that he is invited to enroll?

The list of invitees will be determined on July 30, when it becomes clear how many Olympiads and other preferential categories have already been enrolled. This does not cancel the operation of the system 80% - 20%. As I already said, at the first stage we credit no more than 80%. But even if the "invited" applicant does not pass in the first wave, but he is on our list, he will be enrolled in the second stage.

- How does the applicant know that he has received the status of "invited"?

All "invited" will be highlighted in the lists on the website of the selection committee.

What about those who were a little less fortunate and still did not have enough points to enter the first and second waves?

There is no need to despair. We have a sufficient number of paid places and a large and flexible. From the first of July there is a conclusion of contracts for paid places. Already now we have corridors of points, which correspond to a certain discount. Quite funny - we still do not know the passing score for the program, but we already know what kind of discount an applicant with his number of points according to the results of the Unified State Exam - he falls into the corridor of points that give him a 25%, 50% or 70% discount.

Can a student insure himself and apply for a paid place, and in case of admission to a budget place, pick them up?

Yes. If for some reason the applicant is worried that his points will not be enough to enter the budget, you can immediately submit documents for both the budget and the paid one. And before summing up the budget receipts, be sure that you entered the university. In this case, the applicant concludes an agreement on paid training, pays for it. If this applicant eventually enters the budget, then the contract is terminated, the money is returned in full.

- Were there such cases in previous years?

Last year, about 100 people who signed and paid for the contract eventually entered the budget.

Another important thing is that for all those applicants who fall under certain discounts, we guarantee that they will be accepted regardless of the availability of paid vacancies. The point is that admission figures have been announced for paid places, as well as for budget ones. And if, for example, we recruited 50 students for 50 paid places, and then an applicant comes to us who has the opportunity to study with us at a discount, then we take him, because these are strong applicants with high USE results.

And if he comes not after the conclusion of contracts with those 50, but together with them, then those who have fewer points will simply be cut off?

Yes, absolutely right.

- At the same time, for studying at a paid department, you can take a special educational loan, right?

Yes, those who understand that they will enter a paid place should remember about the system of educational loans. At the moment, this is a unique chance to take money from the state at a very low interest rate and start giving it away after you graduate from university, get an education and go to work. We are quite detailed about the benefits of an educational loan and the conditions for its provision, all this can be studied and a decision can be made.

Before submitting documents to an educational institution, it is better to familiarize yourself with how enrollment in a university takes place. With all the distinguished awards and confident knowledge, you can fail by applying at the wrong time. It is also worth paying attention to the competitive conditions for the selection of applicants. General principles

Various conditions affect how admission to a university takes place. The contribution to this process is made by local characteristics, the profile of education, as well as the profession acquired after graduation. Even the material condition of both the applicants themselves and the place where they enter is affected.

Nevertheless, the general conditions for selection in all universities of the country can be traced. Among these are:

  • Average school score, USE results.
  • Knowledge at the entrance exams, expressed in the marks received for them. (Additional testing is carried out in some universities.)
  • The presence of awards for participation in conferences, additional education (preparatory courses).
  • The presence of a referral to a preferential place or other privileges.
  • Competition during the submission period.

Not everyone understands how university enrollment takes place with a huge flow of beneficiaries. The streaming system also introduces difficulties, when some of the places are already occupied even before the exams begin. This is due to courses from the university, which are held annually on a material basis.

If you carefully consider how enrollment in a university takes place, you will notice that the priority remains for those who have attended additional training from the teachers of the institution for a long time. Counting indicators

Let's consider how enrollment in a university takes place based on the results of studying at school - points for the Unified State Examination. To do this, several indicators are used, summarized in a table for ease of calculation. However, the results of the rating of applicants can be seen only after the submission of documents to the selection committee and the calculation of all data. So, the lists are posted after July 27 every year. But you can submit copies of documents. However, there are some features, the original will still be needed before the announcement of the results.

To understand how the enrollment to the university on the budget takes place, it is necessary to compare the following indicators of applicants:

  • The total score for all indicators.
  • Separately, the scores for the three entrance exams are compared.
  • Points are taken into account for individual achievements.
  • Often, admission to a university is affected by whether the applicant submitted the original document on education or a copy.
  • Ceteris paribus, the existence of a pre-emptive right is taken into account (these are targeted areas, benefits, and others).

The above list determines how enrollment in the university takes place according to priorities. If strong applicants have gathered in the stream, it may happen that the round honors student will remain out of work.   • Applicants in targeted and preferential areas - no later than July 29. Documents will no longer be accepted after 4 p.m. on that day.
  • For budget places - no later than August 3. Reception ends at 4:00 pm on that day.

How to assess the chances of admission?

Consider how the process of enrolling in a university takes place, using an example. So, we will assume that there are 30 budget places. Of these, only 8 are allocated to beneficiaries and target recipients.

Of all the places, applicants will be able to take 22. Confidence in enrollment can give a position in the ranking, which will be higher than 80% of the 22 budget places. The lucky ones are those whose last names will be higher than the position 22 * ​​80% = 17.6 = 17th line.

If your last name is higher, you can safely carry the original document. There will be a guaranteed admission to the selected university. It is important to be in time until 16:00 on August 3 for admission on a general basis.

How are the recruiting stages different?

Let's take a closer look at how admission to the university takes place. The first wave provides for the allocation of 80% of the places for state employees, the rest are given for targeted applicants. Beneficiaries expect a low passing score, the lack of consideration of other priorities when submitting original documents.

The second wave accommodates only 20% of all available budget places. At the same time, for other state employees, the passing score often becomes higher due to the growing number of applicants who did not fall into the first wave.

Who are the beneficiaries?

To understand how the enrollment to the university takes place in waves, it is recommended not to panic immediately after you have found a surname below the boundaries given in the example. After all, beneficiaries may not submit documents. To do this, you should monitor the rating lists daily.

If the target recipients have copies of documents, then these places go under the budget. Your last name may be among them. Beneficiaries may include:

  • Olympians.
  • Applicants with targeted directions from certain schools, gymnasiums.
  • Participants in educational projects.

Control Rules

Getting into the list of lucky ones, you need to monitor your position every day. It is especially important to check when trying to enter two universities at once. Those beneficiaries who have a copy of the documents always have a chance to bring the original before 16:00 on July 29.

For budget applicants, this deadline is even higher - until August 3, 16.00. Therefore, constant monitoring of your position will help you correctly assess your chances and transfer the original to another university in time, where the probability of admission will be much higher. It should be remembered that for those who failed the first wave, there is a second one.

When re-selection, you can also transfer the original documents to the selection committees. Together with them, they must also submit an application with a request for enrollment in a university. Special evidence of awards and achievements is also provided.

Conditions for beneficiaries

Documents are submitted to the target places in the first wave. Medalists and other beneficiaries have the right to enter two universities at the same time, submitting a copy to one place and the original to another. If the applicant does not pass somewhere in the rating, then he has the opportunity to participate in the second wave of admission.

However, the re-submission of documents will already take place on a general basis. Students will be selected according to a new rating, higher. This approach allows you to choose the most competent guys from the whole stream.

Second entry

The first stage of selection ends on August 3, and on the 4th, an order for enrollment is already issued and lists are posted. 80% of budget places are already taken. According to the number of submitted applications, the second wave of applicants is going.

At this stage, all the same rules for selecting the most successful guys apply. Original documents must be submitted by August 7th. Already on this day, the second order for enrollment will be issued.

At the second stage, the remaining budget places are filled - 20%. If you did not find your last name in the lists, then you were not lucky enough to become a student. However, the opportunities for obtaining education have not been exhausted.

Did not work out. What's next?

Without going through the competition of the first and second waves of enrollment in state-funded places, you can get an education on a paid basis. Recruitment of applicants also takes place by competition from the remaining lists. The rules are similar to the previous ones: you will need to bring the original documents and an application for admission to the university.

The number of places is determined by the manager of the university and is limited only by the technical capabilities of the institution. The competition here is much lower than for budget places. If this option is not suitable, there are two more options to graduate from a university: a correspondence budgetary form of education or a similar paid one.

Dates for receiving documents:

  • Under the contract, applications are accepted until August 27. For students, there are soft loans for studying at universities. You can also pay expenses from the maternity capital of the parents.
  • You can apply for part-time education until August 10 for state-funded places.
  • The correspondence under the contract is submitted until September 29.

Given all the possibilities, only the lazy does not enter the university. To correctly assess your capabilities, you need to constantly look through the lists and do not despair if your surname does not occur within the boundaries of the lucky ones. It is not easy to survive the competition for prestigious places, but with a great desire, you can find a suitable training option.

Did the order go through?

This, of course, is good news if a surname is found on the list of lucky ones. But what happens after enrolling in a university? You should definitely visit the personnel department and find information about the necessary documents.

Those who are enrolled in the university need to prepare photographs for their personal file and student ID. Size - 3x4 cm, corner is not required. The next step is a medical commission, the result of which should be a certificate 086U.

Persons liable for military service hand over registration certificates for reporting. Recently, documents can be submitted through the website of the university or by mail. The meeting date will be posted on the bulletin board soon.

The rating list does not include applicants recommended for enrollment in places of targeted admission. For them, a separate rating list is created, which is formed according to the competitive score - from highest to lowest.

The selection committee decides to recommend for enrollment in the state order places in three stages: on the first, fifth and eighth days after the last day of receiving applications. Finding himself in 62nd place, he learned that he was recommended for enrollment, since the volume of the state order for this specialty was 50 places. During August 1-4, out of 50 recommended, only 30 brought original documents, the remaining 20 chose to study at other universities. On the morning of August 5, the admissions committee adjusted the lists and by 12:00 published an updated rating list indicating those recommended for enrollment. Andrey has now risen by 20 positions and is in 42nd place, and therefore there is a note "recommended for enrollment" opposite his name in the rating list. According to it, the original documents should be brought before the end of the working day of the selection committee on July 7. If Andrei does not do this, on the morning of August 8, the admissions committee will cancel the recommendation for admission and Andrei will only be able to be recommended for admission to study at the expense of legal entities or individuals.

5. Where can I find the lists of those recommended for enrollment?

Rating lists published in any other way (including on the website www.vstup.info (IS "Konkurs") and on other information websites) are not official.

If the applicant was recommended in the first wave of enrollment (August 1), the original documents must be brought before the end of the working day of the selection committee on August 4, if in the second (August 5) or third wave (August 8) - before the end of the working day of the admission committee on August 7 and 10 respectively.

7. If I was recommended to be enrolled at a certain university in the first wave at the expense of the state budget and I submitted the original documents there, or am I taking part in the competitive selection in the other universities where I submitted the documents?

The issue of returning the original documents of the admissions committee should be considered on the day the applicant submits a written application. Any objections of representatives of the university about the issuance of original documents are illegal and can be challenged. However, from August 11 (after the order for enrollment), the procedure for returning the originals by the university will take longer, because the originals will be given to the applicant only after the order for his expulsion.

9. If I do not go to state places in one of the three waves, will they offer me to study at the expense of individuals or legal entities (contract)?

So, in the selection committees, such applicants are offered training at the expense of individuals or legal entities. The list of individuals or legal entities recommended for enrollment at the expense of funds is formed according to the rating after the applicants fulfill all the requirements for enrollment in education under the state order, i.e. from August 11, within the licensed volume.

10. When is the enrollment of applicants?

Enrollment (acceptance by the head of the university of the relevant order) of applicants on the basis of basic and complete general secondary education for full-time education occurs: by state order - before August 11, at the expense of individuals or legal entities - after enrollment in the places of state order of the corresponding direction (specialty), but no later than 25 August.

11. What does out-of-competition enrollment mean?

Individual applicants are eligible for out-of-competition admission. For such applicants, each university allocates a certain number of places from the state order, which, according to the Admission Conditions, should not exceed 25% of the state order for each direction.

For example, for the direction of training "journalism" the volume of the state order is 40 places. The university has set a quota for out-of-competition enrollment of 25%. In accordance with 40 budget places for out-of-competition students, 10 were allocated. Among the applicants who submitted documents, there are 25 people who are eligible for out-of-competition admission. A competition is formed between these persons in accordance with their rating points, and only 10 of them will be recommended for enrollment. After these applicants fulfill the requirements for enrollment, the remaining 15 applicants will participate in the competition on a general basis.

12. What does priority enrollment mean?

The right to priority enrollment is the right of an applicant to occupy the highest position in the rating list with the same competitive score as other applicants.

For example, applicants Irina and Oleg have an equal competitive score - 770.3. However, Oleg graduated from school with a gold medal, but Irina did not. Therefore, Oleg will be one position higher in the rating list of applicants than Irina, because he has the right to priority admission.

Applicants Oksana and Sergey have an equal competitive score - 770.3. Sergei graduated from school with a gold medal, and Oksana is a disabled person of group III. Both applicants are eligible for first-time admission, however, given the order specified in clause 14.1 of the Terms of Admission, Oksana will be one position higher in the rating list.

Universities that operate on a commercial basis and do not have a state order will publish the lists recommended for enrollment on August 1. The deadlines for fulfilling the conditions for enrollment at the expense of legal entities or individuals are set by the admission committee of the university, but no later than August 25.

What is the first wave and the second wave of admission to universities? And when should universities post lists of admissions?

Already on July 31, the rating list of applicants will be formed, and the next day, that is, on August 1, all universities will post the first list of children recommended for admission to the budget. Within 5 days (until August 5 inclusive) they will have to bring the originals of their documents to the university. This period is called the first wave of enrollment. If, after this period, not all of the recommended ones bring their originals, then their names will be deleted from the list, and the vacant places will be occupied by the guys next in the rating. Universities will publish a new list of state employees on August 6. They already have only 2 days (until August 7 inclusive) to deliver their originals. This period is called the second wave. Thus, by August 10, the university must close all lists of state employees. But it is worth noting that there may not be a second wave at all if, by August 6, all those recommended for enrollment in the first list bring their originals.

By what principle will the rating list of applicants be changed from August 1 to August 5? After all, if universities do not have the right to start the second wave before August 6, then it turns out that it will lie like a dead weight and not move anywhere? And the guys who have a chance to get under the second wave of enrollment, it turns out, can’t bring their originals at all until the 6th?

No, the list will not lie dead weight. From August 1 to August 5, universities will daily mark on their website, at information stands, as well as in the “Competition” system, those children who brought originals. Of course, if your chances of getting into the budget in the second wave are great, you can absolutely safely bring your originals into the first wave. However, yes, the university does not have the right to recommend you for enrollment until August 6, even if the place is vacant.

Such a situation: an applicant was recommended at once in several universities. If he brought documents to one of them within 5 days, will his name be automatically deleted from the other lists of universities? If not, then how can you finally find out what form of education another applicant who is on the verge of enrollment can count on?

No, during the 5-day period of the first wave, it will not be crossed out. Therefore, you will be able to find out about the decision of one or another applicant only on the 6th, when you do not see his name in the second list of recommended ones. And in order to understand what are your chances of being enrolled in the second wave, you will have to carefully monitor the dynamics of submitting originals on the website of the "Competition" system or on the website of the university. Somewhere at the end of the 4th day, you will already be able to realistically assess your chances, because you will see how many first-volume applicants have submitted their originals.

I sincerely believed that on August 1 only as many applicants can be recommended for enrollment as the university has state-funded places. But recently I learned that last year some educational institutions posted lists where the number of recommended ones was much larger. Rumor has it that this summer they will do the same. How to understand such a situation? How will the applicants for state-funded places be distributed then?

State and communal universities do not have the right to recommend more applicants for enrollment on August 1 than they have budget places. But a private university, due to the fact that it has no state employees, can recommend as many students as it is supposed to enroll under its license. As for last year's situation, such tactics of universities can be explained as follows: they wanted to play it safe and recruit students. And by such actions they forced the applicants to act more decisively. After all, if during this period they did not bring the originals, then they would lose their right to the budget in these universities altogether. It is clear that those who really wanted to go on a budget brought their originals, even if they were not in the leading positions in the ranking. This year, this situation should not be repeated, because the Ministry of Education and Science is preparing a special letter to all universities with the necessary clarifications on this issue.

As for the distribution of budget places, then, as already mentioned in previous questions, the places of those guys who are at the top of the list and have taken the prescribed number of budget places are inviolable until the end of August 5. And no one has the right to occupy them during this period. And only on the 6th, the guys next in the rating will “catch up” to the vacant places.

One of the universities, where I most likely go through the first wave, prescribed that they have the acceptance of originals for the “first wave students” on August 3, and not on the 5th. I immediately approached the admissions office for clarification. There they answered me that they would still accept the originals until the 5th, and on the 3rd they indicated that the applicants should act more decisively. But I would like to keep the originals and not carry them immediately to this university, even if I pass. Therefore, the question is: does he have the right to set his own terms for “waves”?

Universities cannot set their own deadlines, because this is a violation of the Admissions Conditions. In addition, he does not have the right to close the first list on the 3rd, he is obliged to wait for the applicant's decision until the end of August 5th. And the educational institution does this because it is afraid of not recruiting students.

If I did not have time to apply to the university during the first wave, then I generally lose the chance to become a student of this university?

No, you have the right to apply for a place on the contract.

And what will they do from August 1 to August 10 with the lists of those recommended for those directions where there is not a single budget-funded place?

If there is not a single state-funded place, then all of its students are contract soldiers. This means that on August 1, the university will post a list where the number of students that it needs to recruit under its license will be recommended for enrollment. And from August 1 to August 10, the lists of applicants will change in the same way as in other universities, depending on which of the recommended ones brought their originals. And enrollment will take place until August 25th.

Please tell me how I will know that I am recommended for enrollment? It’s just that I applied to universities in different cities and I can’t be near all the admissions offices on the 1st at the same time. Will someone call me? Please advise what should I do in order not to fly?

As a rule, starting from August 1, universities call all those recommended for enrollment (and some even earlier. - Auth.). But it is best to check the situation yourself. By July 30, you will already be able to realistically assess your chances of enrolling in a particular university by viewing the rating lists on the website of the "Competition" system. Therefore, you can easily decide which of the universities you should go to after August 1st to take your originals. If you do not have access to the Internet, then just call the admissions committee to find out your place in the ranking.

ABOUT SUBMISSION OF DOCUMENTS

I submitted copies of the documents to one university, and the originals to the second. But time passed, and I saw that the chances of getting to where the originals are already lying on the first “wave” are small. But where the copies are now, the chances are greater. Can I swap originals and copies?

Yes, you absolutely can do this until July 31, that is, until the last day for submitting documents to universities. To pick up the originals, you will need to contact the admissions office. There you will be told what you need to do for this (you may have to write an official application to either the responsible secretary or the chairman of the selection committee). It may also happen that in some admissions committees there will be problems with this, because the presence of originals is already a certain sign to the university that the applicant is “aiming” there. I applied for all three specialties to all five universities. But now I want to pick up the documents from one of them and submit them to another. I can do it?

You can pick up documents from the university where you changed your mind about entering. But to take them to another university is not, because this will be considered as exceeding the limit for applicants to enter only the prescribed number of universities.

Is it possible to participate in the competition for part-time education if the applicant has not passed to any specialty at the hospital? One more question: is the submission of documents for a "part-time" and for a hospital for the same specialty - is it considered as one attempt to submit documents, or two?

Yes, you can enroll in a part-time program in the same way as you can enroll in a full-time program - in five universities for three specialties in each. And the submission of documents for the same specialty for full-time and part-time departments is considered as one attempt. But there is one nuance: each university sets its own deadlines for applying for a "reference". They may not coincide with those prescribed for a hospital. Therefore, it is best to clarify them in the university where you want to enter.

ABOUT PUBLIC EMPLOYEES

If I get a contract, can I then transfer to the budget?

This is possible if, after the session, one of the state employees “flies out”. But only after the 1st course. The university is interested in ensuring that this place is not empty, and can transfer one of the contractors. First of all, this concerns children from large families, orphans, and the disabled. But, of course, the student's progress, his scientific work, participation in conferences also matter. Please contact the dean's office for availability. And for the transfer you need to write an application addressed to the rector. If the leadership and student self-government bodies have no objections, then it will be transferred to the budget.

ABOUT THE COMPETITION SYSTEM

I submitted the documents a week ago, but I am still not on the lists of the Konkurs system. I called the university. They told me that there was information about me on their lists. Every day they generate reports, and authorized employees pass all the data to vstup.info specialists so that they post all the data on the site. Therefore, most likely, some technical error was made during the next transfer of information. Because of it, you "fell out" from the electronic lists of applicants. Therefore, in order to avoid any misunderstandings, you need to contact the responsible secretary of the admission committee directly to help you sort out this situation. It is this person who is responsible for the work of his technical secretaries. If you get the same answer again as the first time, contact the Ministry of Education and Science.

ABOUT STUDIES IN TWO UNIVERSITIES

Is it possible to study at two universities at the same time? And what about the original documents?

Yes, you can. However, there are several nuances here. Firstly, if an applicant decides to enter two universities, then you can study on a budget only in one of them. In the other, you will have to become a contract student. Why is that? Because the current Law of Ukraine “On Higher Education” says that it is possible to study for state budget money only if a person receives one or another educational qualification level (junior specialist, bachelor, specialist or master) for the first time. Secondly, it is possible to gnaw at the granite of science only in different forms of education. That is, if at one university you study as a full-time student, then at another you will have to choose either an external student, or an evening department, or a part-time study. As for the originals, they (certificate, addition to it, UTSOKO certificates and medical certificate) are stored in the educational institution where the student is studying on a budget. In another university (where you are a contract student) there are copies with the original certificate of the first alma mater, where the originals are located.

I graduated from the first year of a private medical university, and this year I submitted copies of documents for admission to a correspondence course at another university. I want to go there on a budget. But I feel that there will be a problem if I am enrolled: at my university they told me that they would not give the originals. What should I do? Am I not entitled to study at two different universities at once?

Let's deal with everything in order. As already mentioned in the previous answer, you can study at two different universities. But you no longer have the right to enter there on a budget - only for a contract. Why? Because you get a bachelor's degree not for the first time, but for the second. As for the original documents, yes, your university does not have the right to just hand them over, and even more so that you transfer them to another university. Therefore, in order to receive them, you either need to drop out of a medical school and go to study where you are currently entering, or they will be given to you only after graduating from the first educational institution.

No, they don't.
