In accordance with Article 25 of the Federal Law "On Road Safety", the Government of the Russian Federation

decides:

1. Approve the attached:

Rules for conducting examinations of certificates;

changes that are made to the Resolution of the Council of Ministers - the Government of the Russian Federation of October 23, 1993 N 1090 "On the Rules of the Road" (Collection of Acts of the President and Government of the Russian Federation, 1993, N 47, Art. 4531; Collection of Legislation of the Russian Federation, 1996, No. 3, item 184; 2001, N 11, item 1029; 2002, N 27, item 2693; 2003, N 20, item 1899; N 40, item 3891; 2005, N 52, item 5733; 2010, N 20, item 2471; 2011, N 42, item 5922; 2012, N 15, item 1780; 2013, N 31, item 4218; N 52, item 7173; 2014, N 14, item 1625; N 21, art. 2707).

2. Recognize as invalid the acts of the Government of the Russian Federation according to the list according to the appendix.

3. The Ministry of Internal Affairs of the Russian Federation, within 4 months, approves the administrative regulations for the provision of public services for conducting exams for the right to drive vehicles and issue driver's licenses.

4. Paragraph two of clause 7 of the Rules for conducting examinations for the right to drive vehicles and issuing driver's licenses approved by this resolution shall enter into force one year after the day of the official publication of this resolution.

Rules for conducting examinations for the right to drive vehicles and issue driver's licenses

I. General provisions

1. These Rules establish the procedure for conducting exams for granting a special right to drive vehicles of the relevant categories and their subcategories, provided for in paragraph 1 of Article 25 of the Federal Law "On Road Safety" (hereinafter referred to as exams, the right to drive vehicles), determine the composition of the technical means of control intended for conducting exams, the requirements for these technical means and the conditions for their use, as well as establish the procedure for issuing Russian national and international driver's licenses and exchanging foreign national and international driver's licenses for Russian national and international driver's licenses (hereinafter - the exchange foreign driver's licenses).

2. Conducting examinations, issuing Russian national and international driving licenses and exchanging foreign driving licenses are carried out by units of the State Inspectorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation, which are responsible for conducting exams, issuing Russian national and international driving licenses and exchanging foreign driving licenses (hereinafter referred to as subdivisions of the State traffic inspectorate).

Reception of documents on issuance, as well as the issuance of Russian national driver's licenses received from the departments of the State traffic inspectorate in exchange for previously issued Russian national driver's licenses and the issuance of international driver's licenses can be carried out in multifunctional centers for the provision of state and municipal services (hereinafter referred to as multifunctional centers).

3. Examinations for persons permanently residing in the Russian Federation, the issuance of Russian national and international driver's licenses and the exchange of foreign driver's licenses are carried out in the subdivisions of the State traffic inspectorate at the place of application of these persons.

Conducting examinations for persons temporarily residing or temporarily staying on the territory of the Russian Federation, issuing Russian national and international driver's licenses and exchanging foreign driver's licenses are carried out in the subdivisions of the State traffic inspectorate located within the subject of the Russian Federation in which these persons temporarily reside or temporarily stay.

4. If there is no opportunity in the subdivision of the State traffic inspectorate at the place of application of the person to conduct exams for granting a special right to drive vehicles of certain categories or subcategories and to issue international driving licenses, these administrative procedures (actions) are carried out in the subdivisions of the State traffic inspectorate that have the ability to implement them.

Information about the location, contact numbers, working hours of the State traffic inspectorate units and the types of activities they carry out are posted using the Internet information and telecommunication network in the federal state information system "Unified portal of state and municipal services (functions)" (www.gosuslugi.ru), on the official website of the Ministry of Internal Affairs of the Russian Federation (www.mvd.ru) and its territorial bodies at the regional level, on the official website of the State traffic inspectorate (www.gibdd.ru), as well as on the information stands of the State traffic inspectorate and in the media.

5. The timing and sequence of administrative procedures (actions) related to the conduct of examinations, the issuance of Russian national and international driving licenses and the exchange of foreign driving licenses, are established by the administrative regulations for the provision of public services for conducting examinations for the right to drive vehicles and issuing driving licenses of the Ministry Internal Affairs of the Russian Federation.

II. Conducting exams

6. The exams consist of theoretical and practical exams - an exam in basic driving skills and an exam in driving in traffic conditions.

Exams are taken in the following order:

a) theoretical exam;

b) an exam in basic driving skills;

c) driving test in traffic conditions.

7. Exams are conducted by authorized officials of the traffic police departments, who, in accordance with the official regulations (job description), are entrusted with official duties for conducting exams (hereinafter referred to as examiners), who have reached the age of 25 and have:

higher education;

the right to drive vehicles of those categories or subcategories for which practical exams will be held;

At least 5 years driving experience.

8. An examiner who has the right to conduct practical examinations for the right to drive vehicles of category "A" may also conduct examinations for the right to drive vehicles of subcategory "A1" and subcategory "B1" with a motorcycle seat or motorcycle-type steering wheel, category "B" - sub-categories "B1" (except for vehicles with a motorcycle seat or motorcycle-type handlebars), category "C" - sub-categories "C1", categories "D" - sub-categories "D1", categories "CE" - sub-categories "C1E" and categories " DE" - subcategories "D1E".

An examiner who is qualified to conduct practical driving tests in any of the above categories or sub-categories may also administer an initial driving skills test in the "M" category.

Qualification requirements for examiners are developed and approved by the Ministry of Internal Affairs of the Russian Federation.

9. For persons wishing to obtain the right to drive vehicles of the relevant categories or subcategories (hereinafter referred to as driver candidates), the following are carried out:

a) theoretical examination and practical examinations - an examination in the initial skills of driving a vehicle and an examination in driving a vehicle in traffic conditions - for categories "B", "C", "D", "BE", "CE" and "DE" " and subcategories "C1", "D1", "C1E" and "D1E".

If candidates for drivers have successfully passed qualification exams to test theoretical knowledge and initial skills in driving vehicles of categories "B", "C", "D", "BE", "CE" and "DE" and subcategories "C1", "D1", "C1E" and "D1E" in an organization that carries out educational activities and implements the main professional training programs for drivers of vehicles of the relevant categories and subcategories (hereinafter referred to as the organization that carries out educational activities), only an exam on driving a vehicle in road conditions is conducted movement, provided that:

qualification exams were held taking into account the requirements provided for in paragraphs 12, 13 and 15 of these Rules, while the initial driving skills were tested on an automated autodrome;

qualifying examinations were held in the presence of an examiner. At the same time, the decision to send an examiner to an organization carrying out educational activities is made based on the results of a 6-month assessment of the results of passing qualification exams in an organization carrying out educational activities, carried out by the subdivision of the State traffic inspectorate, starting from the day the relevant application of the organization carrying out educational activities is received. The examiner is sent to an organization carrying out educational activities if, according to the results of the assessment, the number of candidate drivers who have passed the qualification exam to test theoretical knowledge on the first try is more than 80 percent of the total number of people who have passed the exam, and the number of candidate drivers who have passed the first time a qualifying exam in basic driving skills - more than 70 percent of the total number of people who took the exam.

The procedure for interaction with organizations engaged in educational activities and the direction of the examiner is determined by the Ministry of Internal Affairs of the Russian Federation;

b) theoretical exam - for the categories "Tm" and "Tb";

c) a theoretical exam and an exam on initial driving skills - for categories "A" and "M" and subcategories "A1" and "B1";

d) an exam on initial driving skills (conducted on a vehicle of the corresponding category and subcategory with a mechanical transmission) - for persons who have the right to drive vehicles with automatic transmission and who have mastered advanced training programs for drivers of vehicles of the corresponding categories and subcategories with automatic transmission ;

e) an exam in driving a vehicle in traffic conditions (conducted on a vehicle of category "D" with automatic transmission) - for category "D" for persons who have the right to drive vehicles of category "Tb" and have mastered professional training programs for vehicle drivers means of category "D".

10. Exams are held using technical means of control. The composition of the technical means of control intended for conducting exams, as well as the requirements for these technical means and the conditions for their use are specified in the requirements for technical means for monitoring the knowledge and driving skills of candidates for drivers in accordance with Appendix N 1.

11. A driver candidate who has not passed one of the exams provided for in paragraph 9 of these Rules is not allowed to the next exam, a second exam is scheduled no earlier than 7 days from the date of the previous one.

For candidates for drivers who have not passed one of the exams on the third and subsequent attempts, a second exam is scheduled no earlier than 30 days later.

A driver candidate who has passed the theoretical exam is allowed to take practical exams - an exam in initial driving skills and an exam in driving in traffic conditions within the next 6 months.

12. A theoretical exam is taken using an automated system (hardware and software complex) based on a set of examination tasks formed into examination tickets.

The content of the set of examination tasks is determined by the Ministry of Internal Affairs of the Russian Federation.

During the theoretical exam, the knowledge of a candidate for drivers is checked:

a) Rules of the road of the Russian Federation;

b) Basic provisions for the admission of vehicles to operation and the duties of officials to ensure road safety;

c) the legislation of the Russian Federation in terms of ensuring road safety, as well as criminal, administrative and civil liability of vehicle drivers;

d) the basics of safe driving;

e) the procedure for providing first aid to persons injured in a traffic accident.

13. An exam in initial driving skills is held at autodromes, including automated ones, and closed areas, the requirements for which are provided for in Appendix No. 1 to these Rules.

When conducting this exam, the initial skills of driving a vehicle of the corresponding category or subcategory are checked for a candidate driver by performing the following test exercises:

a) stopping and starting to move uphill in cases of examination on vehicles of categories "B", "C" and "D" and subcategories "B1", "C1" and "D1";

b) maneuvering in a limited space;

c) driving and maneuvering in reverse, except for the cases of the examination on vehicles of categories "M" and "A" and subcategory "A1";

d) braking and stopping when driving at various speeds, including an emergency stop, in cases of conducting an exam on vehicles of categories "M" and "A" and subcategory "A1";

e) parking the vehicle and leaving the parking space;

f) parking for loading (unloading) on ​​the loading ramp (platform) in cases of conducting an exam on vehicles of categories "C" and "CE" and subcategories "C1" and "C1E";

g) stop for the safe boarding or disembarkation of passengers;

h) coupling and uncoupling or disengagement and re-coupling of the trailer from the tractor in cases of examination on vehicles of categories "BE", "CE" and "DE" and subcategories "C1E" and "D1E";

i) entering the box in reverse, except for the cases of the examination on vehicles of categories "M" and "A" and subcategory "A1";

j) passing through a regulated intersection (for automated autodromes).

14. An exam in driving a vehicle in traffic conditions is held on routes that meet the requirements for routes on which exams in driving a vehicle in traffic conditions are held, in accordance with Appendix No. 2.

15. Practical exams are conducted on vehicles that meet the requirements for vehicles used for practical exams, in accordance with Appendix No. 3.

If a candidate for driver has medical restrictions and (or) medical indications for driving vehicles, confirmed by an appropriate medical report on the presence (absence) of drivers (candidates for drivers) of vehicles of medical contraindications, medical indications or medical restrictions for driving means (hereinafter referred to as the medical report), practical exams are conducted on vehicles equipped with special devices or having certain design characteristics in accordance with the available medical report.

At the request of a candidate for a driver with hearing impairment, examinations can be carried out in the presence of a sign language interpreter.

16. If the organization carrying out educational activities has the conditions for conducting a theoretical exam and (or) an exam in the initial skills of driving a vehicle that comply with these Rules, it is allowed to conduct them using the educational and material base of the organization carrying out educational activities.

The procedure for determining the compliance of the conditions for conducting a theoretical exam and (or) an exam in the initial skills of driving a vehicle available for an organization engaged in educational activities with the requirements of these Rules is determined by the Ministry of Internal Affairs of the Russian Federation.

17. The prescribed persons who have reached the age specified in this article, who have a medical certificate confirming that there are no contraindications to driving vehicles and who have undergone appropriate vocational training in the prescribed manner, are allowed to take the exams.

18. To pass the exam and issue a Russian national driver's license, a driver candidate must submit the following documents:

a) an application;

c) medical report;

d) Russian national driving license (if any);

e) a document confirming the passage, in accordance with the established procedure, of the relevant vocational training under the vocational training programs for drivers of vehicles of the relevant categories and subcategories;

f) the written consent of one of the legal representatives (parents, adoptive parents or guardians) of a minor candidate for drivers to pass an exam and issue a Russian national driver's license, certified in accordance with the legislation of the Russian Federation - in the case when the applicant is a person aged 16 up to 18 years of age, with the exception of the case when a minor is declared fully capable (emancipation) or enters into marriage in the manner prescribed by the legislation of the Russian Federation.

19. The application may be submitted electronically through the federal state information system "Unified portal of state and municipal services (functions)" or regional portals of state and municipal services (functions).

An application in electronic form shall be signed with a simple electronic signature of the applicant. The original documents are subject to submission upon personal application of the applicant to the division of the State traffic inspectorate.

Information about the documents confirming the payment of the state fee by the applicant is requested by the subdivision of the State traffic inspectorate using the system of interdepartmental electronic interaction. The document confirming the payment of the state fee may be submitted by the applicant himself.

20. After consideration of the submitted documents, the official of the State Traffic Inspectorate unit assigns the place, date and time of the examinations to the candidate driver.

21. The grounds for refusing to accept an application and documents necessary for conducting exams, issuing a Russian national and international driver's license and exchanging a foreign driver's license are:

a) the absence of documents, the submission of which is provided for by these Rules;

b) submission of expired documents, except for a driver's license;

c) the presence in the submitted documents of entries made in pencil or with erasures, additions, crossed out words, unspecified corrections, as well as the absence of the necessary information, signatures, seals in them.

22. An official of the State traffic inspectorate unit is obliged to inform the applicant in writing of the refusal to issue a Russian national and international driver's license and the exchange of a foreign driver's license in accordance with the established procedure, indicating the reasons for the refusal.

When an official of the State traffic inspectorate decides to refuse to issue a Russian national driver's license instead of a previously issued Russian national driver's license, to issue an international driver's license upon an application submitted through a multifunctional center in the cases provided for in subparagraphs "b" - "e" of paragraph 23 of these Rules, an official of the State traffic inspectorate subdivision sends to the multifunctional center in the prescribed manner a notice of refusal indicating the reasons for the refusal for subsequent issuance to the applicant.

23. The grounds for refusing admission to examinations, issuing a Russian national and international driving license and exchanging a foreign driving license are:

a) applying for admission to the exams of a person who does not meet the requirements established by paragraph 17 of these Rules;

b) applying for the issuance of a Russian national and international driver's license, the exchange of a foreign driver's license of a person who does not meet the requirements established by paragraph 26 of these Rules;

c) availability of information on the deprivation of the person of the right to drive vehicles;

d) submission of documents that do not meet the requirements of the legislation of the Russian Federation, as well as containing false information;

e) submission of documents that have signs of forgery, as well as those that are among the lost (stolen).

III. Issuance of Russian national and international driving licenses

24. In the Russian Federation, Russian national and international driving licenses are issued that meet the requirements of international treaties of the Russian Federation.

Samples of Russian national driving licenses and samples of international driving licenses are developed and approved by the Ministry of Internal Affairs of the Russian Federation.

25. Russian national and international driving licenses with permit marks in the appropriate columns confirm the right to drive vehicles of the following categories and their subcategories:

b) category "B" - cars (with the exception of vehicles of category "A"), the permissible maximum mass of which does not exceed 3500 kilograms and the number of seats of which, in addition to the driver's seat, does not exceed 8, cars of category "B", coupled with a trailer , the maximum authorized mass of which does not exceed 750 kilograms, motor vehicles of category "B" coupled to a trailer, the maximum authorized mass of which exceeds 750 kilograms, but does not exceed the unladen mass of the vehicle, provided that the total authorized maximum mass of such a combination of vehicles does not exceed 3500 kilograms;

c) category "C" - cars, with the exception of cars of category "D", the maximum authorized mass of which exceeds 3500 kilograms, cars of category "C", coupled with a trailer, the maximum authorized mass of which does not exceed 750 kilograms;

d) category "D" - cars designed for the carriage of passengers and having more than 8 seats, in addition to the driver's seat, cars of category "D" coupled with a trailer, the maximum authorized mass of which does not exceed 750 kilograms;

e) category "BE" - cars of category "B", coupled with a trailer, the maximum authorized mass of which exceeds 750 kilograms and exceeds the mass of the car without load, cars of category "B", coupled with a trailer, the maximum authorized mass of which exceeds 750 kilograms, with provided that the total authorized maximum mass of such a combination of vehicles exceeds 3,500 kilograms;

m) subcategory "C1" - motor vehicles, with the exception of motor vehicles of category "D", the maximum authorized mass of which exceeds 3,500 kilograms, but does not exceed 7,500 kilograms, vehicles of subcategory "C1" coupled to a trailer, the maximum authorized mass of which does not exceed 750 kilograms;

n) subcategory "D1" - motor vehicles intended for the carriage of passengers and having more than 8 but not more than 16 seats, in addition to the driver's seat, motor vehicles of subcategory "D1" coupled to a trailer, the maximum authorized mass of which does not exceed 750 kilograms;

o) subcategory "C1E" - motor vehicles of subcategory "C1" coupled to a trailer whose maximum authorized mass exceeds 750 kilograms, but does not exceed the unladen mass of the vehicle, provided that the total authorized maximum mass of such a combination of vehicles does not exceed 12,000 kilograms;

p) subcategory "D1E" - motor vehicles of subcategory "D1" coupled to a trailer, which is not intended for the carriage of passengers, the maximum authorized mass of which exceeds 750 kilograms, but does not exceed the unladen mass of the vehicle, provided that the total authorized maximum mass of such a composition vehicles does not exceed 12,000 kilograms.

26. Russian national driver's licenses are issued to persons who have reached the age established by Article 26 of the Federal Law "On Road Safety", who have an appropriate medical certificate, who have successfully passed the exams provided for in paragraph 9 of these Rules.

27. The Russian national driver's license is issued for 10 years, unless otherwise provided by federal laws.

The Russian national driver's license issued before the entry into force of these Rules is valid until the expiration of the period specified in it. If the validity period of such a driver's license is not specified, it is valid for 10 years from the date of issue.

28. Persons who have passed exams in vehicles with automatic transmission are issued Russian national driving licenses with a mark on the right to drive vehicles of the corresponding category or subcategory with automatic transmission only.

29. Issuance of a Russian national driver's license in exchange for a previously issued Russian national driver's license is made without passing exams and in the following cases:

a) upon expiration of the driver's license;

b) when changing the personal data of its owner contained in the driver's license;

d) upon receipt of an application for the loss (theft) of a driver's license;

e) when confirming that the driver of the vehicle has changes in the state of health, including previously unrevealed medical indications or medical restrictions on driving;

f) at the will of the applicant before the expiration of the driver's license.

30. For the issuance of a Russian national driver's license in exchange for a previously issued Russian national driver's license, the applicant shall provide the following documents:

a) an application;

b) passport or other identity document;

c) medical report. In the cases provided for by subparagraphs "b" - "d" and "e" of paragraph 29 of these Rules, a medical report is provided at the request of the applicant;

d) Russian national driver's license (if available).

31. When issuing a Russian national driver's license instead of a previously issued Russian national driver's license, the corresponding marks and entries contained in the previously issued driver's license are transferred to the new driver's license.

At the same time, if the driver of the vehicle is confirmed to have previously unidentified medical restrictions on driving, marks are entered into the new Russian national driver's license confirming the right to drive those categories and subcategories of vehicles that are determined by the medical report.

32. In case of issuing a Russian national driver's license instead of a previously issued Russian national driver's license on the grounds established by subparagraphs "b" - "d" and "e" of paragraph 29 of these Rules, the previously established period of validity of the driver's license does not change.

If the applicant submits a medical opinion, a Russian national driver's license instead of a previously issued Russian national driver's license on the grounds established by subparagraphs "b" - "d" and "f" of paragraph 29 of these Rules is issued for 10 years, unless otherwise provided by federal laws.

33. An international driving license is issued on the basis of a Russian national driving license without passing exams.

An international driving license is issued for 3 years, but not more than for the period of validity of the Russian national driving license, on the basis of which it was issued.

34. For the issuance of an international driving license, the applicant shall submit the following documents:

a) an application;

b) passport or other identity document;

c) The subparagraph became invalid from February 16, 2016 - ..

d) Russian national driver's license;

e) a 35x45 mm photograph made in black and white or color on matte paper.

35. A Russian national or international driving license is considered invalid and subject to cancellation in the following cases:

a) if the driver's license has expired;

b) if the personal data contained in the driver's license has changed;

c) if the driver's license has become unusable for further use due to wear, damage or other reasons and the information indicated in it (or in its part) cannot be determined visually;

d) if the driver's license was issued on the basis of documents that were recognized as forged (forgery) in accordance with the established procedure, or issued in violation of the procedure established by these Rules;

e) if a statement was received about the loss (theft) of a driver's license;

f) if a new driver's license has been issued;

g) if it is confirmed that the driver of the vehicle has medical contraindications or previously unidentified medical restrictions on driving.

36. In case of cancellation of the Russian national driving license, the Russian international driving license issued on its basis is considered invalid and is subject to cancellation.

37. Persons who, in accordance with the legislation of the Russian Federation, have medical indications for driving a vehicle, in the relevant columns of the Russian national and international driver's license, marks are affixed on the conditions under which such persons are allowed to drive a vehicle.

Russian national and international driving licenses are recognized as valid subject to the restrictions specified in them.

IV. Exchange of foreign driving licenses

38. The exchange of a foreign national driver's license is carried out based on the results of the examinations provided for in paragraph 9 of these Rules, unless otherwise provided by international treaties of the Russian Federation.

If there are permissive marks in the foreign national driver's license confirming the right to drive vehicles of several categories and (or) subcategories, the exchange of the foreign national driver's license is carried out based on the results of exams for the right to drive the highest category or subcategory available in the foreign national driver's license or any of the categories or subcategories of the foreign national driver's license, in accordance with the application of the holder of the foreign national driver's license.

When exchanging a foreign national driver's license, the entries and marks contained in it confirming the right to drive vehicles of categories and (or) subcategories that are not higher in relation to the category or subcategory of vehicles for which the exams were passed are transferred to the Russian national driver's license.

In this case, if the holder of a foreign national driver's license is confirmed to have medical restrictions on driving, marks confirming the right to drive vehicles of those categories and subcategories determined by the medical report are transferred to the Russian national driver's license.

39. For the exchange of a foreign national driver's license, the following documents are submitted:

40. Requirements for racetracks, automated racetracks and closed areas for conducting examinations in basic driving skills

1. The following terms are used in this document:

a) "autodrome" - a complex of technical means and structures intended for teaching driving and (or) conducting exams in the initial skills of driving vehicles and equipped for this purpose with stationary equipment and markings for performing test exercises by candidate drivers;

b) "automated race track" - a race track equipped with an automated system for monitoring and evaluating the driving skills of candidate drivers, which makes it possible to record the performance of test exercises, process and formalize their results without the participation of an examiner;

c) "closed area" - a section of terrain with a hard surface, limited for the movement of vehicles and pedestrians, equipped with removable equipment and temporary markings for the performance of test exercises by candidate drivers.

2. An autodrome, an automated autodrome and a closed area must have a perimeter fence that prevents the movement of vehicles and pedestrians on the territory, with the exception of vehicles used for conducting exams and persons directly involved in conducting exams.

3. The dimensions and equipment of the autodrome, automated autodrome and closed area must ensure the possibility of performing test exercises depending on the category or subcategory of the vehicle for which the test is being conducted.

4. The placement of test exercise zones, technical means of organizing traffic on the autodrome, automated autodrome and closed area should ensure the possibility of performing the entire set of test exercises provided for the corresponding category or subcategory of the vehicle.

5. The testing areas of the autodrome, automated autodrome and closed area must have a uniform asphalt or cement concrete pavement.

The sloping section must have a longitudinal slope in the range of 8-16 percent inclusive. The use of a track overpass is not allowed.

In areas intended for the movement of vehicles, drainage must be provided. The carriageway must be level with a maximum longitudinal slope of no more than 100 ppm.

The friction coefficient of the coating must ensure safe driving conditions and be at least 0.4 in accordance with GOST R 50597-93 "Motor roads and streets. Requirements for an operational state acceptable under the terms of road safety". In the zone of movement of vehicles, the presence of foreign objects that are not related to the arrangement of the autodrome (closed area) is not allowed.

With a decrease in natural light to 20 lux, outdoor lighting installations should be used. The ratio of maximum illumination to average should be no more than 3:1. The glare index of outdoor lighting installations should not exceed 150.

6. The technical means of organizing traffic used on the autodrome and automated autodrome must comply with the requirements of the legislation on technical regulation.

It is recommended to use road signs of size I or II according to GOST R 52290-2004, traffic lights - type T.1 according to GOST R 52282-2004.

It is allowed to reduce the standard distance from road signs and markings to the object with the installation of an appropriate plate in accordance with GOST R 52289-2004.

7. Automated autodromes must be equipped with technical means that allow interaction with the vehicles used for conducting exams and automatically monitor, evaluate and store the results of each test exercise and exam as a whole by candidate drivers.

8. The dimensions of the automated autodrome should ensure the possibility of accommodating all areas of test exercises on it, taking into account the overall parameters and turning radii of the vehicles used for exams, the size of the pre-start and post-finish areas, the areas for performing test exercises and the sections of movement between them, as well as technological zones for location of the control room, elements of an automated system, technical means of organizing traffic and outdoor lighting installations.

Requirements for an automated system (hardware and software complex) for conducting a theoretical exam

9. An automated system (hardware and software complex) for conducting a theoretical exam should (should) provide:

a) conducting a theoretical exam in an automated mode based on a set of examination tasks formed into examination tickets;

b) processing the results of the exam with the assessment of the candidate for drivers and their registration without the participation of the examiner;

c) timing of the exam;

d) formation and storage of the results of the exam for each driver candidate;

e) protection against unauthorized access to installed software.

10. The composition of the automated system (hardware and software complex) should include the workplaces of the examiner and candidate drivers, network equipment, system and application software with a database of a set of examination tasks.

Requirements for the means of audio and video recording of the process of conducting practical exams

11. Means of audio and video recording of the process of conducting practical exams are installed on vehicles used for conducting practical exams.

12. The means of audio and video recording of the process of conducting practical exams should provide in real time:

a) video recording of the traffic situation in front and behind the vehicle;

b) video recording of the impact of the driver candidate and the person behind the duplicate controls of the vehicle on the controls of the vehicle;

c) video recording of readings of control and measuring devices (speedometer, control lamps for turning on the parking brake and direction indicators);

d) audio recording of the examiner's commands and tasks;

e) preservation of audio and video information during the examination on electronic media, ensuring its integrity when the power is turned off;

f) protection against unauthorized access to recorded information.

Requirements for an automated system for monitoring and evaluating the driving skills of candidate drivers

13. An automated system for monitoring and evaluating the driving skills of candidate drivers is used when conducting an exam on initial driving skills.

14. An automated system for monitoring and evaluating the driving skills of candidate drivers should provide:

a) the continuity of the process of conducting an examination in the initial skills of driving a vehicle;

b) reception (transmission) and processing of information obtained during the exam;

c) monitoring the health of the system;

d) monitoring the implementation of test exercises (each separately and the whole complex as a whole);

e) timing of the test exercises (each separately and the whole complex as a whole);

f) formation and storage of the results of the exam for each driver candidate;

g) a printout in text form of the examination sheet and the examination protocol.

15. When performing test exercises with an automated system for monitoring and evaluating the driving skills of candidates for drivers, control over:

a) crossing the marking lines (lines for fixing the performance of the test task, lines for the beginning and end of the performance of test tasks, the "START", "STOP", "FINISH" lines, stop lines, control lines);

b) stopping at a given place;

c) shifting gears of a mechanical transmission;

d) speed of movement;

e) turning on (off) turn signals and alarms;

e) using a seat belt;

g) the time to complete the test task.

16. An automated system for monitoring and evaluating the driving skills of candidate drivers must be protected from unauthorized access to installed software and data, and also exclude the possibility of correcting information obtained during exams and their results.

1. 2. The route must provide the opportunity for the driver candidate to perform the following maneuvers and actions:

c) passing through an unregulated intersection of unequal roads;

4. The required number of routes is determined taking into account the service area of ​​the subdivision of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, but must be at least 3.

5. Routes are approved by the chief state traffic safety inspectors for districts, cities and other municipalities, including several municipalities, closed administrative-territorial entities, as well as the Baikonur complex.

2. Practical exams are conducted on cars with manual or automatic transmission, with left-hand drive.

3. Cars used in practical examinations must be equipped with additional clutch pedals (except for vehicles with automatic transmission) and brakes, a rear-view mirror for the examiner, an identification mark "Training vehicle" in accordance with paragraph 8 of the Basic Regulations for the Admission of Vehicles means of operation and duties of officials to ensure road safety, approved by the Decree of the Council of Ministers - the Government of the Russian Federation of October 23, 1993 N 1090 "On the Rules of the Road", as well as audio and video recording of the process of conducting practical exams.

8. An international driving license is issued for up to three years, but not more than for the duration of the Russian national driving license.

An international driving license issued in the Russian Federation is recognized as invalid for driving vehicles on the territory of the Russian Federation.

9. Issuance of Russian national and international driving licenses in exchange for lost (stolen) foreign national and international driving licenses issued in other states is not performed.

10. Samples of Russian national driving licenses and samples of international driving licenses are approved in the manner determined by the Government of the Russian Federation.

11. If the driver's license contains restrictions on access to driving vehicles, this driver's license is recognized as valid subject to the restrictions specified therein.

12. Persons permanently or temporarily residing or temporarily staying on the territory of the Russian Federation are allowed to drive vehicles on the basis of Russian national driving licenses, and in the absence of such - on the basis of foreign national or international driving licenses, subject to the restrictions specified in paragraph 13 of this articles.

13. It is not allowed to drive vehicles on the basis of foreign national or international driving licenses when carrying out business and labor activities directly related to driving vehicles.

The provision of this paragraph does not apply to citizens of the Kyrgyz Republic, as well as citizens of states whose legislation establishes the use of the Russian language as an official language, engaged in entrepreneurial and labor activities on the territory of the Russian Federation, directly related to driving vehicles.

14. Persons who are not citizens of the Russian Federation are allowed to drive vehicles on the territory of the Russian Federation on the basis of an international driving license, provided that it is presented together with a national driving license.

15. A national driver's license issued in a foreign state that is not a party to international treaties in the field of road safety with the Russian Federation is recognized as valid for driving vehicles on the territory of the Russian Federation on the basis of reciprocity, provided that it is presented together with a certified in accordance with the established procedure by translation into Russian, except for cases where all entries in this driver's license are made or duplicated in letters that coincide in spelling with the letters of the Russian or Latin alphabet. Foreign national and international driving licenses that do not meet the requirements of international treaties of the Russian Federation cannot be exchanged for Russian national and international driving licenses.

19. Vehicles of categories "B", "C" and subcategory "C1" shall be equated with self-propelled chassis of vehicles used for the carriage of goods and belonging to the respective categories and subcategories.

20. The classification of vehicles and their self-propelled chassis listed in this article is determined in accordance with the legislation of the Russian Federation on technical regulation.

  • Medical contraindications are diseases that are directly contraindicated and prohibited when driving a car. This means that if there are contraindications, the driver simply will not receive a medical certificate.
  • Medical restrictions are illnesses that prevent the driver from driving any particular vehicle of a particular category/subcategory. Restrictions indicates the parameters of the disease, in case of non-compliance with which a person will not receive a medical certificate.

Medical contraindications

This group includes quite serious diseases that categorically do not allow obtaining a medical certificate. When it comes, for example, to complete blindness in both eyes, epilepsy or schizophrenia, and similar severe diagnoses. A detailed list of contraindications can be found below.

Medical indications are diseases that can be found out from the special marks affixed to the driver's license:

Medical restrictions

Medical restrictions vary across different categories/subcategories of vehicles. There are general requirements that are universal for categories/subcategories:

  • A, M, A1, B1 - motorcycles, mopeds, etc.

Once again, we note that, according to the requirements, all transport is divided into 3 conditional groups. Within each of these three groups, the requirements are the same. However, a medical report (medical certificate) is issued only for those categories indicated by the driver in a medical institution.

For example, you can order a certificate for category B, which will be issued to you, but the remaining categories are crossed out. If, after a month, you decide to open your rights under the BE category, you will have to receive a medical certificate again and pay again for its receipt, although all the requirements for a medical examination remain the same. 43. The foreign national driver's license, on the basis of which the Russian national driver's license was issued, shall be returned to its owner.

The dimensions of the automated autodrome should ensure the possibility of accommodating all areas of test exercises on it, taking into account the overall parameters and turning radii of the vehicles used for exams, the size of the pre-start and post-finish areas, the areas for performing test exercises and the sections of movement between them, as well as technological zones for location of the control room, elements of an automated system, technical means of organizing traffic and outdoor lighting installations.

Requirements for an automated system (hardware and software complex) for conducting a theoretical exam

9. An automated system (hardware and software complex) for conducting a theoretical exam should (should) provide:

a) conducting a theoretical exam in an automated mode based on a set of examination tasks formed into examination tickets;

b) processing the results of the exam with the assessment of the candidate for drivers and their registration without the participation of the examiner;

c) timing of the exam;

d) formation and storage of the results of the exam for each driver candidate;

e) protection against unauthorized access to installed software.

10. The composition of the automated system (hardware and software complex) should include the workplaces of the examiner and candidate drivers, network equipment, system and application software with a database of a set of examination tasks.

Requirements for the means of audio and video recording of the process of conducting practical exams

11. Means of audio and video recording of the process of conducting practical exams are installed on vehicles used for conducting practical exams.

12. The means of audio and video recording of the process of conducting practical exams should provide in real time:

a) video recording of the traffic situation in front and behind the vehicle;

b) video recording of the impact of the driver candidate and the person behind the duplicate controls of the vehicle on the controls of the vehicle;

c) video recording of readings of control and measuring devices (speedometer, control lamps for turning on the parking brake and direction indicators);

d) audio recording of the examiner's commands and tasks;

e) preservation of audio and video information during the examination on electronic media, ensuring its integrity when the power is turned off;

f) protection against unauthorized access to recorded information.

Requirements for an automated system for monitoring and evaluating the driving skills of candidate drivers

13. An automated system for monitoring and evaluating the driving skills of candidate drivers is used when conducting an exam on initial driving skills.

14. An automated system for monitoring and evaluating the driving skills of candidate drivers should provide:

the seventeenth paragraph shall be supplemented with the following sentence: "Quadricycles having similar technical characteristics shall be equated to mopeds.";

the eighteenth paragraph shall be stated in the following wording:

"Motorcycle" means a two-wheeled motor vehicle, with or without a side trailer, whose engine capacity (in the case of an internal combustion engine) exceeds 50 cubic meters. cm or the maximum design speed (for any engine) exceeds 50 km/h. Tricycles, as well as quadricycles with a motorcycle seat or motorcycle-type handlebars, having an unladen mass not exceeding 400 kg (550 kg for vehicles intended for the transport of goods) excluding the mass of batteries (in the case of electric vehicles), and a maximum effective engine power not exceeding 15 kW.";

"22.1. Transportation of people in the body of a truck must be carried out by drivers who have a driver's license for the right to drive a vehicle of category "C" or subcategory "C1" for 3 or more years.
