Unlike Zhestuno, international language gestures developed in a natural way, during the study of which the use of natural and iconic gestures is noted, large number repetitions, the use of drawings and inscriptions, lexical and grammatical elements of national sign languages. The more fluently a deaf-mute person speaks national language gestures, the easier it is for him to communicate internationally.

On March 27, 1805, 28-year-old Emperor Alexander I, by decree, founded the first institute for the deaf and dumb in Russia in the village of Romanovo, Volyn province.
