Since 2013, you can park for free on Sundays of any month all year round. However, on Saturdays you will have to pay as usual.

But what about those who leave their car in the paid zone only at night - because of night work, for example - and bought a full-fledged annual subscription for this?

The parking fee is the same as last year, 100 lei per year, and parking spaces will be marked with signs. When it grew by 40% last year, it promised to preserve parking spaces and enforce rules that make you liable for a fine and even a locked wheel if you abuse a parking space.

Nothing happened. As for service, don't talk. Obviously, there will be a neighbor who will take it quickly, that they are neighbors, poor people. For them, the car is most important! But what if we show more solidarity to our neighbors and we accept a small agreement and don't give them money? We cannot understand, especially since some of us grew up together, in the same house, and not in the forest! And if we find a busy night in a busy parking lot, we won't die if we leave it in the valley.

Point five - it is not allowed immediately, but within 24 hours after the end of the parking session. It is not entirely clear why it is proposed to defer payment - care for the driver who forgot his wallet at home?

They will threaten to make adjustments and block our wheels, but this will not happen, especially if no one is paying for the reservation! Maybe not a lot of money, but it's ours and it doesn't really give us anything! Why did you pay people this fee this year? However, the car tax you pay, you also contribute to the prosperity of the snow removal company, but you still shovel! Or you scrape your car parks, those who are obliged to do so based on this tax!

From the very beginning, it seemed to me that a great idiot is holding all the parking spaces in front of and behind the blocks for the whole day, while their owners are struggling to find a place where they have jobs or work places or other places where the day passes.

Point six - local authorities can compile lists of people for whom parking is free (in addition to traditional beneficiaries, that is, veterans, disabled people, etc.) This situation opens up the widest scope for corruption.

Point seven is the regulation of parking provisions at the federal and local levels. Federal authorities determine the maximum tariff for paid parking, which must be adjusted annually, and local authorities determine the boundaries of paid zones and tariffs.

Any city residents who recently owned a parking lot at City Hall rushed to erect a yellow triangle to alert others that the space was being rented. The most diligent of them also used it in the sense that they lifted it and locked it with a Chinese lock obtained with a triangle on which they paid 100 and several lei. Its mere presence is enough for someone parked in that spot to be careful not to sit too long or leave their phone number on board. Point eight - per apartment, depending on the availability of space for residents, the houses are provided with 1-2 parking spaces. Moreover, we are talking about both new development, where something can still be changed at the design and construction stage, and about the old building.

Point nine - guest parking. Now residents of paid zones are faced with the fact that friends or relatives who come to visit them are forced to pay for parking - 40-80 rubles / hour. The bill suggests that authorities must provide guest parking at the rate of 40 spaces per 1,000 residents, 200 meters from the house. However, it is not explained in any way what is meant by these parking lots - will they be free, with more favorable rates, or simply an additional area for parking? And how will “guests” be required to register?

Just recently, the mayor's office thought about changing the parking rules and making him even more of an idiot. So, if you have a chance of letting good people let you park in their spots, you don't stand a chance. Because the artisans from the Town Hall will start hunting! Using a scanner they will scan the license plates and if they don't slam the spot, great! From 8am to 6-7pm we want to have a city where 90% of our parking spaces are empty, but we are not allowed to park there! This is because every person who has a rented parking lot has a car.

The tenth moment concerns. The bill contains a long-awaited requirement to prohibit tow trucks from removing cars that are parked in violation of traffic rules, but are not blocking the passage. Nowadays, car owners regularly complain that tow truck operators, in order to exceed the plan, grab those cars that are easier to load, even if they have only slightly driven the wheel over the marking line, and not those that actually interfere with traffic. But again, it is not spelled out how “traffic interference” is determined, which leaves room for personal interpretations by the tow truck operator and the traffic police inspector.

He goes to work, to the market, to friends, etc. Also, if you say two cars and two parking spaces, and park one on top of the other, you're just as good. Or if you go to a friend's place and let you park in their spot. Sensible baths, wasn't it as simple and normal as a parking space that can only be rented from a certain hour in the evening until the morning? Let's say from 5 or 6 pm until the morning at 8 o'clock! Otherwise, he can park anyone who finds him free, without any sanctions, without hunting.

Is it inconvenient for you to “forget” to take the car from your place of residence after this hour? Did the man return from work and find him busy after that hour? Only then do you pick up the phone and call the competent authority. If the world wanted to leave their car at home, in a rented parking lot, all day, it wouldn't be easy.

Moment eleven - impound lots. The bill spells out beautiful requirements for impound lots: they must be lit, fenced, equipped with CCTV cameras, have premises for receiving visitors and numbered spaces for cars. This, of course, is wonderful and even beautiful, but for some reason the most important requirements for people were not presented to the impound lots - that they should not be located in the middle of nowhere, where the unfortunate delinquent car owner has to walk along the railway tracks, risking being robbed and even killed. And it was possible to pay the fine and the imposed evacuation service without the commission required by non-alternative devices at impound lots.

An apartment located as a parking lot and organized as a home parking lot is priced at 100 lei per year by the city hall apartment for those who want to book it. Only when such a place is desired by more car owners does the price of the car come.

The first places were easily distributed with one wish. So far, nothing special, but when the decision was made at parking lot number 6, there were 3 bidders representing the need for a strike auction. “Scream” started at 100 lei. Each of the three wanted to raise the bid, eventually reaching an incredible figure of 500 lei for parking!, a reader of our newspaper, a participant in the auction, told us. The assignment of a parking space now depends on payment of the application.

Now there are 370 of them throughout the capital: paid parking zones are expanding, the number of routes is increasing... “Parcons” can already be found outside the Moscow Ring Road, for example, in New Moscow. And every day a crowd of gray Solaris with the logos of the Traffic Management Center (TCOC) goes out to film. It would seem that drivers know everything about them. But our raid showed that there are enough subtleties in the operation of mobile control.

There are many open hours now. Then a table that will indicate which clocks can be built. But it happens that local car offers, and on Sundays the parishioners come to mass, do not have where to park their car. The clergyman said that no one had ever talked about the possibility of keeping local residents in the parish establishment until now.

There are more routes than parks. This explains the periodic absence of data center cars on some streets. I conducted a spot check: I took three flights in different districts and monitored the movements of the mobile complexes. In two areas, the “parkons” were on duty as expected, in the third - empty. The traffic control center monitors the traffic situation daily, so problem-free streets are monitored less frequently. The list of routes itself is also not eternal.

To determine a new route or change an old one, we conduct research, look at when and at what time the road is loaded, as well as the percentage of violators. The main requirement is a large number of violators who interfere with the movement of public transport and increase the load on the road network.

On the technical side, things are also constantly changing. No, the principle of operation is the same globally. The car travels at a maximum speed of 40 km/h, at which time the ParkRight system uses a camera to record parked cars and determine their exact coordinates. The pictures are immediately sent to the data processing department of the data processing center, then to the Moscow Automobile Road Inspectorate (MADI) and the Moscow Parking Space Administrator (AMPP), who issue a fine. If necessary, of course. To do this, a photo shoot of the car must be carried out in two passes. An interesting point - this applies not only to areas with paid parking, but even to areas where stopping is prohibited. One frame is not enough. This is a small indulgence for violators.

If your car breaks down in a prohibited parking place or in a paid parking zone, you will have to challenge the fine later. Any evidence like a receipt for tow truck services or a work order from a technical center will do.

Software and maps are updated regularly. By the way, the systems in different cars are programmed differently. For example, in some “parking areas” only paid areas are recorded, in others - parking under prohibitory signs, and thirdly - all together, as in our case. The routes “clogged” into the system are worked out in detail. If the driver deviates from the course, say to rest, the locking stops.

The longer we drive, the more I notice numerous cunning people trying to deceive the parkon. For example, those who like to cover the number with some kind of cloth. But even in such cases, the information is left for processing. The missing letters and numbers are “solved” using the database. The puzzle is not difficult, especially if the offender has a rare car.

An error occurred while loading. Closing a couple of characters is useless, except perhaps the entire number. But the city uses foot inspectors to combat such drivers.

The shooting quality is really high. At first I began to compete with electronics - who could “read” the most dirty numbers. The slushy weather contributed to this. Along the road there are cars lined up in thick layers of mud and chemicals. I had to give up quickly. When I was forced to capitulate with my excellent eyesight, the camera coped with the task.

We were also lucky to run into foreign numbers. There are no exceptions for anyone when photographing. The Belarusian guest will receive a photo as a souvenir through the customs authorities.

To hide from the watchful eye of the parking lot, drivers sometimes try to reduce the distance between the bumpers of two cars as much as possible. Yes, it might only work if you stand really close. The camera is installed at such an angle to reduce the chances of hiding the number. The parkon driver can theoretically turn the camera. Such an initiative, according to Mikhail, is welcome, but in reality you almost never have to tinker with the camera.

And some car owners try to avoid punishment by driving the car somewhere further away onto the sidewalk. In the near future, the “parkons” will reach them too. More precisely, we have already arrived. I was convinced with my own eyes that the camera is easily able to find a car among pedestrians. However, no fines have been issued yet.

We are currently testing equipment and information systems. The optimal camera position and tilt angle are studied.

This is also affected by difficult weather conditions, especially in winter. As for geopositioning, we use GLONASS and GPS modules, which reduces the error. And the new ones made it possible to achieve an error level of up to one parking space. And in difficult and narrow places, AMPP foot patrols monitor paid parking; we, together with our colleagues, coordinate routes,” the deputy head of the data processing center told us.

"Parcons" and people

Although the parking along our route was generally in order, there are still plenty of violators. I notice a Peugeot driver ahead. He parked under the emergency sign, apparently recently, and is now in a hurry to return to his car. But, noticing the data center car, he freezes for a while. In those couple of seconds, I managed to read hope in his eyes... I just want to throw up my hands - it’s not fate! Nothing depends on the parking lot driver.

According to the regulations, they are prohibited from talking to other road users. No amateur performances. However, sometimes you still have to get in touch with civilization. “Remember that evening when there was a glitch in the Moscow Parking mobile application? People in a panic literally threw themselves under the wheels with questions. Then, of course, he calmly explained what and how,” recalls Mikhail. But this case is rather an exception.

And I remember how during the first period of operation of the parking lots, many residents of the capital accused their drivers of carelessness, violations of rules and other sins. So, pictures of mobile systems with closed numbers were circulating on the Internet.
