Designating sign

The main parking sign for persons with 1st and 2nd disability groups is the sign traffic No. 8.17 – rectangle with a wheelchair user on a white background. Additional road markings 1.24.3 are made in the same form with lines outlining the area.

Penalties for parking in disabled spaces

Drivers with 1st and 2nd disability groups and persons transporting them can enjoy the privilege of parking vehicles in specially designated spaces. Citizens with group 3 do not have this right.

A fine is imposed in the following cases:

the driver does not have documents confirming his disabled status. This rule has been in effect since 2016; before that, only a sign on the car was enough;

Size

The fine is the same amount for parking spaces and for any other areas marked with the indicated signs. It does not depend on the time of arrival and the location of the car in a place designated for disabled people.

Evacuation

A car illegally parked under a concession sign may be towed and taken to an impound lot and at the same time be subject to monetary penalties. This is often practiced in federal cities, especially in Moscow. The car can be taken away if there is a violation of “Violations of parking rules and obstruction” and “Parking in spaces for the disabled.”

Cars can be seized not only for stopping (parking) in special places, but also for creating obstacles. They mean difficulties for a disabled person that prevent him from freely getting out of a parked car. If you snatch this situation from the context of life, then there seems to be nothing terrible in it. It’s not hard for me to drive up once, call on the phone and ask to drive the car away. But! This is what you have to do every time. That's right everyone. And sit and wait in the car for about 10 minutes until the person comes out. That is, it was a waste of time for him to look for a place, he acted selfishly and did not think about anyone but himself, and I also had to wait for him. You still get into trouble with some people, trying to convey that standing even for 5 minutes in a seat for the disabled, without having a reason to do so, is a violation. Now I don’t travel much with Egor (this is one of the reasons why I took off the stickers) and I find a parking space every time. Yes, it takes time (you have to make a couple of circles around the yard), and not at the entrance, but 500 meters away, but I have legs, I can walk (thank God!), so 500 meters is nonsense. And even before, while the stickers were there, I didn’t use the benefits without a special reason, for example, when I was going somewhere alone without Yegor.

I really like the announcement near one of these parking lots that was sent to me in a personal message: “This is a parking lot for the disabled. A car for which a disabled parking permit has been obtained must be equipped with a “Disabled Person” sign measuring 15 by 15 cm.

How to get a parking space near your house

According to Article 15 Federal Law“On social protection of disabled people in the Russian Federation”, parking spaces vehicles are provided to disabled people out of turn near their place of residence, taking into account urban planning standards.
