The procedure and conditions for receiving a monthly cash payment (MCA) for disabled people of the first group. Monthly cash payment (MCB): what kind of payments are these, who are entitled to Establishing the cash payment

Disabled people have the right to a monthly payment, the amount of which is established in full accordance with Federal Law, namely article number 28.1. It is called “On the social protection of disabled people in the Russian Federation.” More details about what the monthly payment is will be discussed below.

Who sets the amount of payments?

The territorial body of the Russian Federation is responsible for determining the amount of the monthly payment. The question arose: what is EDV? Then you need to understand that its purpose does not imply the presence of which is usually established by the government of the Russian Federation depending on the place of residence. In our case, from the area in which the person applying for payments lives.

What hope can disabled people have?

Also, when deciding what EDV is, it is necessary to clarify that it is set in a strictly fixed amount. There is a classification for this. It looks like this:

1. can count on cash benefits in the amount of 2,974 rubles.

2. Disabled people of the second group receive benefits in the amount of 2123 rubles.

3. can count on benefits in the amount of 1,700 rubles.

4. Disabled children receive payments in the amount of 2123 rubles.

5. Disabled people at the Chernobyl Nuclear Power Plant can count on payments in the amount of 2,123 rubles. In addition, they are entitled to receive a disability subsidy.

Also, speaking about what EDV is, it should be noted that its size is subject to annual indexation, starting from April 1. This is established by federal legislation for a certain financial year, as well as for the planned time of the projected inflation rate.

What do I need to do to start receiving payments?

So, what EDV is is clear. Now we should talk about how accruals are made. The procedure for monthly payments to certain specific categories of people in the country has been approved on the basis of the Order of the Ministry of Health and Social Development since 2004. This order is called “On approval of the Procedure for making monthly cash payments to certain categories of citizens in the Russian Federation.”

In order to receive cash payments every month, a disabled person simply needs to contact the Pension Fund and fill out the appropriate application. This must be done at the place of residence or at the place where the payment case is located. In order for a disabled child to receive a pension (EDV), it is necessary to fill out an application and submit it at the place of residence. His parents should do this. If the parents live separately from the child, the application is submitted by the parent or guardian with whom the child lives directly. In a situation where he is already 14 years old, he is quite capable of applying to the Pension Fund on his own in order to have the amount of his monthly allowance determined.

Disabled people or their legal representatives will be able to apply for payment at any convenient time after the right to it arises. This happens by submitting special documentation, including an application.

The date upon which the application will be accepted is recorded in the appropriate journal. The fact that the application, as well as all necessary documentation, has been submitted will be confirmed by a notification receipt. This paper is issued directly to the applicant.

When will payments begin?

Once the size of the EDV has been established, payments will begin to arrive from the day the application was made. This should happen no earlier than a person has the right to these same payments. The day of application means the moment when the territorial service of the Pension Fund accepted an application and all the necessary documentation from a person. If the documents were sent by mail, then EDV payments will be assigned from the day that will be indicated on the postmark at the place where the official papers were sent.

The decision to assign payments will be made by the Pension Fund, namely its territorial body. This should happen within ten days, but not later. The starting point will be the day on which the documentation and application were submitted.

The EDV in 2014 is assigned for the period during which a person belongs to the category of people entitled to cash benefits. This is fixed by the legislation of the Russian Federation.

The need for recalculation

The order on the need to recalculate the amount of cash payments will be adopted by the Pension Fund, namely its territorial body. This procedure must take place within five days, but no later. The date of receipt of the extract from the inspection report will be considered as the starting time. This document is drawn up in the institution where the medical and social examination took place.

What to do if the decision is negative?

If the application is denied, the territorial organization of the Pension Fund must notify the applicant about this within 5 days from the moment a certain decision was made. The reasons for the refusal must be indicated, as well as the procedure for appealing the decision that was made. All documentation must be returned at the same time.

If a person who applied for a monthly payment does not agree with the decision made by the Pension Fund, namely the territorial organization, then he will be able to appeal it to a higher organization of the Pension Fund. In addition, both decisions can subsequently be appealed through legal proceedings.

Who can count on EDV? We have already named several categories of citizens earlier. The list of those categories of people to whom payments are offered should be supplemented.

1. The monthly allowance for combat veterans is approximately 2,337 rubles.

2. Participants of the Second World War who became disabled can count on payments equal to 4247.84 rubles.

3. Participants of the Second World War can count on payments in the amount of 3185.87 rubles.

4. Employees, rank-and-file and commanding officers of internal affairs bodies, as well as employees of fire-fighting services and criminal-executive bodies who have become disabled due to wounds, concussion or other injuries received during the performance of their duties. The payment amount is about 3088 rubles.

5. EDV for military personnel who served in military units, organizations, military educational institutions that were not part of the active army during the Second World War, as well as employees who were awarded medals of the Soviet Union, is about 927 rubles.

6. People who worked during the Second World War in air defense, in the construction of defensive-type structures, at naval bases, airfields and other military facilities within the rear, active front, in fleet operations zones, on front-line areas, on roads ( railway and automobile). Crew members of ships of transport fleets interned in the ports of other countries. They can count on an EDV of 927 rubles.

What documentation should be collected?

In order to receive EDV, veterans, disabled people, military personnel, disabled children, etc. an application must be submitted. This can be done at any time after the right has arisen. If you are a citizen of Russia, but do not have a registered place of residence, you should submit an application at your place of residence.

The following documentation must be attached to the application for the provision of EDV for military personnel, minors, disabled people, veterans, etc.:

  • passport;
  • insurance certificate issued by the Pension Authority;
  • documents granting the right to benefits.

In some situations, there may be a need for those documents that serve as proof of identity and authority of the legal representative. This category of persons includes adoptive parents, guardians, and trustees. Documents may be required that can confirm family relationships, as well as the dependent status of a disabled person. A complete list of required documents can also be found at the territorial office of the Pension Fund.

Who handles the payments?

According to the Federal Law “On the Monetization of Benefits,” the Pension Fund is responsible for the formation of monthly payments, as well as the payments themselves. Delivery and payment are made on the same day on which the pension is issued to the disabled person. This is all produced by the same organization. This usually happens at the post office at your place of residence.

Conclusion

In this review, we tried to highlight the main nuances that are typical for monthly cash payments. More details about this procedure can be found in the territorial service of the Pension Fund. We hope that this review helped you understand what monthly cash payments are.

Some groups of citizens of the Russian Federation have the right to state support in the form of special types of social assistance - cash payments (CAP), which are made every month. This relatively new form of social assistance was introduced in 2005.

And it was established for citizens as a compensation equivalent amount for certain categories of benefits. This type of substitution was driven by the desire to provide equal opportunities to use social benefits for all recipients.

What are monthly cash payments (MCV)

A monthly cash payment is a benefit in material form from the state intended for certain groups of citizens for the purpose of social welfare. support and compensation in connection with the refusal of a range of preferential services.

Citizens of the Russian Federation who have the right to any benefits can also apply for a set of social services (NSS). This set of social support is part of the EDV and is a list of free services for persons in preferential categories.

List of documents

Beneficiaries are given a choice: either a set of services or their monetary equivalent. It can be replaced entirely or in parts. A person in a preferential category who prefers to refuse actual services is required to send an application with a complete or partial refusal of the list of services to the local branch of the Pension Fund of Russia before October 1.

Citizens who decide to receive a cash equivalent instead of a service are not required to annually contact the Pension Fund office and submit additional applications. You will only need to contact us again if you want to receive a set of services.

The list is formed from the following categories:

  • Providing the required honey. drugs and medical products;
  • Possibility of discounted travel;
  • Referral to a sanatorium-medical institution if justifiably necessary.

The standards for the provision of social services can be changed annually. To do this, a citizen needs to visit the Pension Fund of the Russian Federation with an application to resume receiving social assistance in the form of natural services or to refuse them. The deadline for this is September 30th. The adopted decision will take effect from January 1 next year.

Which categories receive

In 2018, EDV is intended for social. support for such groups of beneficiaries:

  • Combat veterans;
  • Heroes of the USSR, Heroes of the Russian Federation, holders of the Order of Glory and their families;
  • disabled people of all categories and disabled children;
  • minor prisoners of fascism;
  • citizens affected by radiation exposure as a result of the Chernobyl accident.

You can also apply for a payment for a child if he was born after 2012 in a region with a difficult demographic situation.

You can only apply in person at the territorial office of the pension fund, via mail or the Internet

A citizen may have the right to receive EDV due to several reasons within the framework of a single legislative act; such a situation obliges the determination of the maximum payment.

For old-age pensioners, the EDV can be established only if the candidates can confirm the existence of a preferential status.

Veterans (WWII, military operations, labor veterans, etc.)

Certain groups of WWII veterans may qualify for individual payments.
From 02/01/2018, for disabled war veterans and WWII participants who fall into this category, the amount is 5,180.46 rubles, for WWII participants – 3,885.33 rubles.

For citizens who are entitled to payment for several reasons, a single, maximum payment is established in the amount of 2,850.26 rubles. in 2018, in accordance with Art. 23.1 of the Law “On Veterans” No. 5-FZ of January 12, 1995

The category “Veteran of Labor” is established by social protection authorities at the regional level. Therefore, all social benefits of this category, including EDV, are determined by the legislative norms of the constituent entities of the Russian Federation, in accordance with Article 22 of the Federal Law of January 12, 1995, No. 5-FZ.

Disabled children and adults

Disabled people of all groups, including disabled children, have rights to EDV in accordance with Federal Law of the Russian Federation No. 181 of November 24, 1995 “On the social protection of disabled people in the Russian Federation.”

  • For disabled people of group I – 3,626.98 rubles;
  • Disabled people of group II, disabled children – 2,590 rubles;
  • For disabled people of group III – 2,073.51 rubles.

When the right to payment appears on several grounds: under the law on support for persons with disabilities and another legislative act, then one payment is established, at your choice.

In the event of a change in the disability group, the EDV for such a citizen is subject to recalculation. Moreover, in such a situation, the citizen will not need to contact the Pension Fund; this will be done on the basis of an examination report, which is sent to the pension fund department by a medical institution.

Former minor prisoners of fascism

The EDV of this category of citizens is determined by legislative acts, and the amount is transferred along with pension payments. The size depends on the presence of disability. From 02/01/2018 it is:

  • Former minor prisoners of concentration camps who are recognized as disabled - 5,180 rubles;
  • Former minor prisoners of concentration camps who are not recognized as disabled - 3,885.33 rubles.

Citizens affected by radiation

The basis for payments to citizens exposed to radiation is No. 1244-1 dated May 15, 1991 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant.”

The amount of payment for this category depends on the presence of the fact of residence and the period of life or work within the limits of radioactive radiation.

The maximum such payment is RUB 2,590.24. (disabled people as a result of a radiation accident, children who suffer from genetic diseases as a result of exposure to radiation, citizens who became disabled as a result of the Mayak accident).

The minimum such payment is 518.37 rubles. (citizens living within the territory with preferential economic status).

EDV in this category is also made on other grounds. Thus, citizens exposed to radiation and entitled to social benefits under the law “On social protection of disabled people in the Russian Federation”, two EDVs are paid at the same time.

Heroes of the USSR, Heroes of the Russian Federation, holders of the Order of Glory and members of their families

Payments for this category of citizens of the Russian Federation are determined in accordance with the law of the Russian Federation “On the status of heroes of the USSR, heroes of the Russian Federation and full holders of the Order of Glory” No. 4301-1 of January 15, 1993. Citizens of this group have the right to an increased amount of EDV. From 02/01/2018, the amount of EDV is 61,081.74 rubles.

Payments to Heroes of Socialist Labor, Heroes of Labor of the Russian Federation and holders of the Order of Glory are established according to Law No. 5-FZ of 01/09/1997 “On the provision of social services. guarantees to the Heroes of Socialist Labor, Heroes of Labor of the Russian Federation and full holders of the Order of Labor Glory.” The level of EDV for this category from 02/01/2018 is 45,038.77 kopecks.

Subjects of the Russian Federation allocate additional benefits from the regional budget for these categories of citizens.

Social payments for the above group of citizens of the Russian Federation are made regardless of the monthly allowance and are established in accordance with other regulatory and legislative regulations of the Russian Federation. The amount of this payment is indexed.

Heroes of the USSR, the Russian Federation and holders of the Order of Glory more than once have the rights exclusively to one EDV, which is provided for by the specified laws of the Russian Federation.

After the death of a Hero and a holder of the Order of Glory, who received EDV during their lifetime according to Law No. 4301-1, payments are made to members of his family in accordance with the submitted application, the amount of which is equal to the share of the EDV distributed among all family members.

Submission procedure

Citizens receive EDV along with pension payments if the citizen is of retirement age. Payments for people of retirement age are made either through banking institutions or by Russian Post.

If a citizen is not a pensioner, then he has the right to choose a method of receiving payment that is convenient for him. For this purpose, he sends an application to the required institution, indicating the chosen method of receiving funds.

If you need to change the method of receiving payment, you should contact the Pension Fund branch with a corresponding application.

Citizens who stay in a social institution and who have appointed this organization as their legal representative can receive payments to the account of the specified institution.

In addition, by Decree of the President of the Russian Federation No. 363 of March 30, 2005 and No. 887 of August 1, 2005, an additional monthly financial support (DEMO) was determined.

The payment of such benefits is set in the amount of 1000 or 500 rubles. The amount depends on the category of citizens. If a person has several grounds for DEMO, then one of the maximum size is assigned.

How to apply

The establishment and assignment of EDV, as well as its payment, are made based on the application of the person or his representative. To do this, they need to contact the Pension Fund branch.

  • The establishment of social benefits depends on the category to which the citizen belongs and requires the provision of a list of documents:
  • a document confirming the identity and citizenship of the person entitled to the payment or his authorized representative;
  • documentation of place of residence within the Russian Federation;

a paper that establishes the fact that a citizen belongs to one or another category of beneficiaries.

Application for the establishment and assignment of EDV on the chosen basis for determining EDV in the case where a citizen has several grounds.

The decision to appoint an EDV is made within 10 working days from the date of sending the application. After which the applicant is notified within 5 days.

The payment is established from the moment the applicant applies, but not before the rights to it arise. Social assistance of this type is assigned for the period during which the citizen belongs to a group entitled to payments.

How much is EDV? The EDV amounts are updated from February 1 of each year, after indexation.

Since 2018, payments have been increased by 2.5%; it was set taking into account 2017 inflation.

Conditions for receiving EDV

Of course, after the payment is indexed, its increase will also be determined personally. A certain amount does not depend on regional coefficients, which are assigned by the Government of the Russian Federation depending on the place of residence.

  • 828.14 kopecks for all required medications;
  • 128.11 kop. for vouchers to sanatorium institutions;
  • 118.94 kopecks for discounted travel on suburban railway transport and international transport.

The total cost of NSO from 02/01/2018 is 1075.19 kopecks.

It should be noted that the legislation provides for both full and partial financial compensation to NSOs.

Conclusion

  1. EDV is established for categories of citizens defined by law: veterans, disabled people and disabled children, persons exposed to radiation, minor prisoners of fascism;
  2. Benefits are assigned and paid by the Pension Fund of Russia, regardless of reaching retirement age;
  3. The payment amount is different for all groups of beneficiaries. Its size depends on the category of the recipient;
  4. Indexation of payments is carried out annually, based on the inflation rate for the previous year.

If a citizen has the right to receive EDV on several grounds under one law, EDV is established on one basis, which provides for a higher payment amount.

If a citizen simultaneously has the right to EDV under several federal laws, he is provided with one EDV on one of the grounds of the citizen’s choice.

The size of the monthly cash payment is subject to indexation once a year from April 1 based on the level of inflation in the country for the previous year. For different categories of citizens, the size of the EDV is different.

Citizens entitled to receive a monthly cash payment are required to immediately report to the territorial body of the Pension Fund of Russia about circumstances affecting changes in the amount of the monthly cash payment, as well as entailing the termination of the monthly cash payment.

Who is eligible to receive EDV

veterans;

disabled people, including disabled children;

former minor prisoners of fascism;

persons exposed to radiation due to radiation accidents and nuclear tests;

awarded the title of Hero of the Soviet Union, Hero of the Russian Federation or holder of the Order of Glory of three degrees (full holder of the Order of Glory);

family members of deceased (deceased) Heroes or full holders of the Order of Glory (widow (widower), parents, children under 18 years of age, children over 18 years of age who became disabled before they reached the age of 18, and children under 23 years of age studying in educational institutions for full-time study);

awarded the title of Hero of Socialist Labor, Hero of Labor of the Russian Federation, or awarded the Order of Labor Glory of three degrees (full holders of the Order of Labor Glory).

Where to go

To assign an EDV, you must contact the territorial body of the Russian Pension Fund at the place of registration (including temporary). If a citizen of the Russian Federation does not have a place of residence confirmed by registration, it is necessary to submit an application to the territorial authority at the place of actual residence. In this case, actual residence is confirmed by an application, and not by a passport or temporary registration.

If a citizen is already receiving a pension, he needs to submit an application to the territorial body of the Russian Pension Fund at the location of the payment case, that is, where he applied for a pension.

A citizen who lives in a stationary social service institution must contact the Russian Pension Fund at the location of this institution.

When a monthly cash payment is assigned to a minor or incompetent person, the application is submitted at the place of residence of his parent (adoptive parent, guardian, trustee). Moreover, if the child’s parents live separately, then the application is submitted at the place of residence of the parent with whom the child lives. A minor who has reached 14 years of age has the right to apply for the establishment of a monthly cash payment independently.

In addition, you can submit an application for the appointment of an EDV electronically via.

What documents to submit

The assignment and payment of EDV are made on the basis of an application from a citizen (his representative) with documents confirming the right to receive EDV. Since there are several dozen categories of EDV recipients, you can find out about the list of documents that you need to submit specifically to the Russian Pension Fund at your place of residence.

The application for the appointment of an EDV must contain the following information:

last name, first name, patronymic of the citizen applying for EDV, as well as the last name he had at birth;

details of the identity document;

information about citizenship;

postal address of place of residence or actual residence;

location of the pension file;

information about the citizen’s representative if applying through a representative;

information about the choice of basis for establishing EDV;

the obligation of a citizen to immediately notify the territorial body of the Pension Fund of the Russian Federation about circumstances affecting a change in the size of the monthly cash payment, as well as entailing the termination of payment;

date of filling out the application;

list of documents attached to the application.

The application must be signed by the citizen, and if applying through a representative, by this representative. Along with the application for establishing EDV, the following documents must be submitted:

passport;

documents confirming the right to receive EDV (certificate issued by the competent authorities, a certificate from a medical and social examination establishing disability, etc.).

If necessary, documents identifying the identity and powers of the legal representative (adoptive parent, guardian, trustee), confirming family relationships, the dependent status of the disabled person, etc. are attached.

Timing for appointment of EDV

The decision to assign or refuse to assign an EDV is made within 10 working days from the date of registration of the application. Another 5 days are allotted to inform the applicant about the decision. A monthly cash payment is assigned from the date of application for it, but not before the right to the specified payment arises, for the period during which the citizen belongs to the category that has the right to EDV.

EDV payment

Delivery of EDV is carried out for the current calendar month.

If a citizen is a pensioner, he will receive the payment simultaneously with his pension. Delivery of EDV will be carried out in the same way as delivery of pensions: either through Russian Post, or through a bank, or through another organization engaged in delivery of pensions. To change the delivery method, you must apply to the Russian Pension Fund office. For a citizen whose legal representative is a social institution, a monthly cash payment may be transferred to the account of the specified institution.

If a citizen is not a pensioner, then he must choose a delivery method (via Russian Post, through a bank or through another organization involved in delivering pensions) and submit an application for delivery of social benefits. A complete list of organizations involved in pension delivery in your region (including those delivering pensions to your home) is at the disposal of the Russian Pension Fund at the place of registration (including temporary) or actual residence.

One of the most important measures of social support for disabled people by the state is the provision of a monthly cash payment. How much is it given if a person has a group 3 disability? How to make such a payment?

EDV for disabled people of group 3— a government measure of social support for citizens with disabilities. Such payment is provided from February 1, 2018 in the amount of 2073 rubles 51 kopecks per month. At the same time, a citizen has the right to spend part of this amount to pay for a set of social services provided by social protection authorities. What it is? This is a list of services that includes:

  • provision of medicines (in 2018, the cost of such services is 828 rubles 14 kopecks per month);
  • provision of a voucher to a sanatorium (128 rubles 11 kopecks);
  • free travel using various means of transport (118 rubles 94 kopecks).

Total - 1075 rubles 19 kopecks per month. This amount is calculated as part of the EDV in accordance with indexation.

It may be noted that in comparison with 2017, the payment was indexed by 2.5%. By comparison, social security benefits for disability increased by 2.9%. Every year the indexation coefficient is set by the Russian government.

Thus, monthly cash payments to disabled people of group 3 can be provided in 2 options:

  1. in full amount without deducting a set of services:
  2. in an amount reduced by the cost of a set of services.

If a citizen receives the specified set of services, then he will be able to freely dispose only of the balance of the EDV. A person has the right to refuse the corresponding set at any time and begin to use EDV in full. True, for this you need to meet the deadline and send to the Pension Fund a notice of refusal to receive a set of services before October 1 of the year following the one in which the payment will be made. At the same time, you can refuse all of the listed social services, as well as some of your choice.

What amount will be provided by the state to a group 3 disabled person monthly also depends on other payments accrued to him by law. The fact is that EDV for disability can be prescribed simultaneously:

  • with social disability pension;
  • with a labor pension.

In addition, in cases provided for by law, an additional payment to the total payments to a citizen is possible to bring them up to the subsistence level.

The amount of social benefits and labor pensions can be increased by indexation according to criteria different from those defined in relation to the EDV - since such indexation is regulated by other regulations. Thus, social pensions are usually increased from April 1.

Therefore, the social pension and daily allowance for disabled people of group 3 have increased in total, one way or another, since April 1, 2018.

Let's look at how EDV is issued and provided.

How to make a payment?

To do this, you need to contact the territorial representative office of the Pension Fund:

  1. In general, at the place of residence or registration of the citizen. And if there is no residence permit or registration - at the place of residence.
  2. If a person receives a pension, go to the Pension Fund branch that is responsible for its payment (as a rule, this is the Pension Fund branch in which the pension was issued).
  3. If a citizen lives on the territory of a stationary institution that is accountable to social authorities, then to process the payment you will need to contact the Pension Fund of the Russian Federation at the location of this institution.
  4. If the payment is made to a minor or incapacitated citizen, then you need to contact the Pension Fund office at the place of his residence (or at the place of residence of his parents).

A citizen aged 14 years can apply to the Pension Fund to receive the payment independently.

Other options for interacting with the Pension Fund to process payments:

  • contacting the MFC;
  • sending an application through your Personal Account on the Pension Fund website.

An application is submitted to the Pension Fund in the prescribed form, supplemented by documents according to the established list. What kind of list this is depends on the specific basis on which the payment is provided. It is advisable to first contact the Pension Fund to which the documents will be submitted and get advice on their list. Typically, this list includes:

  1. Statement.

It reflects the following information:

  • Full name of the person who issues the payment;
  • details of his passport;
  • information about his citizenship;
  • address;
  • the address of the territorial branch of the Pension Fund where the pension was issued - if there is one;
  • justification for establishing monthly payments;
  • attachments to the document.
  1. Passport.
  1. Documents certifying the grounds for a person to receive EDV. For example, a certificate from an institution that conducted a medical and social examination to determine whether a citizen has a disability.
  1. If required, documents proving the identity and powers of the citizen’s representative in the Pension Fund (for example, an adoptive parent or guardian), if he is the one who makes the payments. For example, these may be documents that certify relationship or confirm that the recipient of payments is dependent on the applicant.

Having accepted the documents from the applicant, the Pension Fund makes a decision on the payment within 10 days. Within the next 5 days, the Pension Fund must inform the citizen about the decision made on the EDV.

If the territorial representative office of the Pension Fund refuses to provide a payment to a citizen, then he has the right to appeal this decision. To do this, a person needs to contact a higher structure of the Pension Fund of Russia - for example, the main department of the Pension Fund of Russia.

The payment begins to be calculated from the day the person applies to the Pension Fund for its registration, but not earlier than the day on which the person becomes entitled to it. Duration of payments - the period during which the applicant retains a status entitling him to receive EDV.

Important nuance: if a person has a right to EDV, but he did not apply for payment immediately, then, in this case, it cannot be accrued for the period between the moment such a right arose and the moment of applying for payment. Therefore, it is advisable for the interested citizen to process the payment as quickly as possible.

The payment in question is provided to the citizen on a monthly basis. If he is already receiving a pension issued through the Pension Fund, then the method of paying the EDV will be the same as when paying a pension, and the person receives both amounts at the same time. A citizen has the right to choose a convenient method for paying his pension and daily allowance. For example:

  • at the Russian Post office;
  • in the financial institution in which he has an account;
  • in another specialized organization that assists the Pension Fund in transferring pensions to citizens.

If the recipient lives in a stationary institution from the social security authorities, then the EDV and pension can be transferred to the account of this institution.

If the recipient of the EDV has not issued a pension, then he needs to inform the Pension Fund about a convenient way to receive the payment separately. The options here are the same. If necessary, the Pension Fund of Russia can familiarize the applicant with the list of organizations that assist the fund in transferring social payments to citizens.

A citizen with a Group 3 disability can, in cases provided for by law, count on changing the grounds for receiving EDV. This is possible if, for example, his disability group changes. In this case, payments increase:

  • up to 3626 rubles 98 kopecks per month - for group 1 disability;
  • up to 2590 rubles 24 kopecks per month - for group 2 disability.

A person may have other reasons for EDV. For example, having the status of a combat veteran, for which the payment is 2850 rubles 26 kopecks. And if a citizen received a disability due to injury in the performance of official duties - while serving in internal affairs bodies, the State Fire Service, in institutions of the penal system, then he is entitled to a payment in the amount of 5180 rubles 46 kopecks.

Changing the grounds for receiving EDV has a number of nuances.

Changing the grounds for payment: nuances

If the recipient of the EDV has another basis for receiving payments, then he has the right to express his desire to use it by submitting an application to the Pension Fund. Within 10 days, the Pension Fund will make a decision on changing the grounds for providing EDV to a citizen. The updated payment will be provided from the 1st day of the month following the one in which the application and supporting documents are submitted to the Pension Fund.

If a person has several grounds for receiving the payment in question under one regulatory act, then in the general case the one for which higher compensation is assumed is applied. Thus, EDV for disabled people is regulated by the provisions of Law No. 181-FZ.

And if payments are established by different regulations, then the citizen himself chooses which of them will be used to calculate the payment to him.

An exception is made for recipients of payments:

  1. Established by Law No. 1244-1, which regulates the provision of social support measures to citizens who suffered as a result of the Chernobyl disaster.

Such citizens have the right to receive payments in accordance with the specified regulatory act and EDV on other grounds.

  1. Established by such regulations as:
  • Law No. 4301-1, which regulates measures of social support for citizens who participated in hostilities and received the status of Heroes of the Soviet Union, Russia, and Knights of the Order of Glory;
  • Law No. 5-FZ, which regulates measures of social support for citizens who have significant achievements in their work activities, as evidenced by their status as Hero of Socialist Labor, Hero of Labor of Russia, and holder of the Order of Labor Glory.

Payments provided for by these regulations are provided to citizens regardless of the monthly allowance under other regulations.

Thus, it is possible to combine EDV for disability and payments based on the above-mentioned citizen statuses.
